Avoid Labor Gejolak, Iwan Suyawan Asks The Government To Accelerate West Java UMP Regulations
The Deputy Chairman of the West Java Regional House of Representatives (DPRD), Iwan Suryawan, believes that the postponement of the UMP announcement can create uncertainty that is considered detrimental to the two main parties, namely workers or laborers, and businessmen.
He views that workers need certainty about the amount of new wages to plan the family budget and anticipate the inflation rate.
Meanwhile, entrepreneurs also need clarity on the UMP figures as soon as possible as the basis for calculating production costs and business planning for the coming year.
The determination of the West Java Provincial Minimum Wage (UMP) for 2026, which should be announced no later than Friday, November 21, 2025, is confirmed to be canceled as scheduled. This cancellation was due to the West Java Provincial Government, which until the deadline has not received an official regulation regarding the wage determination formula from the Ministry of Manpower (Kemnaker) of the Republic of Indonesia.
"This postponement, although based on the follow-up to the Constitutional Court Decision (MK), should not sacrifice the certainty of the schedule that was regulated by the previous regulation," said Iwan Suryawan, Saturday (22/11/2025).
Referring to the Constitutional Court Decision Number 168 of 2023, the central government is indeed required to revise the formula for determining the minimum wage in order to include considering the need for decent living (KHL) of workers.
This adjustment is the reason the Ministry of Manpower has not completed the Draft Government Regulation (RPP) as a new legal basis.
Iwan Suryawan added that the West Java Provincial Government is bound by regulations issued by the center.
Without a new legal umbrella that is final, the Regional Wage Council in West Java cannot officially hold a plenary meeting.
"The West Java Provincial Government, in this case, is the party waiting, on the other hand, the November 21 deadline is very important to maintain a conducive industrial relations climate," he explained.
The Deputy Chairperson of the West Java DPRD also highlighted the potential for turmoil among labor unions.
Information gathered, several trade unions in West Java, have even planned a massive demonstration on November 24, 2025 as a form of protest over this delay.
"The worker's protest is a natural reaction to uncertainty. They have been waiting for this announcement, especially since there was a significant pressure to increase wages, some demanded 8.5 percent to 10.5 percent," he added, referring to the demand for an increase proposed by the West Java union.
Iwan also asked the Ministry of Manpower to really finalize the RPP by including input from all elements, especially regarding certain indexes (alpha) which are important factors in wage calculations.
According to him, the attractor of interest between workers who want a high increase and entrepreneurs who want a measured increase is getting sharper with this delay.
"The West Java DPRD urges the Central Government through the Ministry of Manpower to immediately issue the final regulation. Do not let this uncertainty drag on until approaching December, which will narrow the implementation time for the company," said Iwan.
He also reminded that West Java is one of the provinces with the largest number of workers and labor-intensive industrial areas in Indonesia.
The uncertainty of the UMP in West Java has a much wider economic impact compared to other provinces.
"We hope that the Central Government understands this urgency. The amount of the UMP in West Java in 2025 alone has been set at IDR 2,191,238.18, with an increase of 6.5 percent from the 2024 UMP. The increase in 2026 must be able to overcome inflation and increase people's purchasing power without turning off the industry," concluded Iwan Suryawan.
This delay should be used as momentum to produce a wage formula that is truly fair, transparent, and sustainable, not just delaying problems.
He hopes that the latest UMP announcement can be made in the near future so as not to interfere with the operations and economic planning in West Java which must take effect from January 1, 2026.
The West Java DPRD, he said, would continue to monitor the development of regulations at the central level and be ready to facilitate dialogue between trade unions and the West Java Provincial Government if needed.
This step is important in order to maintain economic and social stability in West Java, especially in the face of the dynamics of the labor market.
