Purbaya Accelerates Payment Of Fuel And Electricity Compensation For Pertamina And PLN

JAKARTA - Minister of Finance Purbaya Yudhi Sadive officially accelerated the process of paying compensation funds to PT Pertamina (Persero) and PT PLN (Persero).

Meanwhile, the compensation was given because the two SOEs were assigned to sell fuel oil (BBM) and electricity at prices below market value.

This policy is contained in the Minister of Finance Regulation (PMK) Number 73 of 2025 concerning procedures for providing, calculating, paying, and being responsible for compensation funds for the lack of operating entity revenue due to the determination of fuel retail selling prices and electricity rates. The regulation came into effect since it was promulgated on November 19, 2025.

In the regulation it is emphasized that the guidelines are prepared to ensure the management of compensation funds provided for government assignments that are financially unfavorable for SOEs, including the fulfillment of reasonable margins according to the mandate given.

"To provide guidelines for governance of compensation funds for costs that have been incurred by SOEs on assignments that are financially unfavorable, including the expected margins along the reasonable level according to the assignments given by the government," the regulation reads, quoted on Friday, November 21.

Through this new policy, compensation payments for subsidized fuel and electricity will be made every month with a value of 70 percent of the monthly calculation review results.

Previously, compensation payments were made every three months after a review of bills submitted on the 10th after the quarter ended.

The regulation also allows the Minister of Finance to adjust the percentage of payments according to the country's fiscal capabilities.

Meanwhile, the determination of the payment policy is based on the results of the examination by the Supreme Audit Agency (BPK) on compensation for the previous fiscal year.

If from the results of the review it is found that there is an overpayment, the settlement can be done through reducing compensation in the next period or returning to the state treasury by the relevant business entity.

"The policy of resolving value added taxes on excess revenues of business entities can be in the form of reducing tax payments for the added value of the next period of compensation funds; and/or transfer from tax revenue accounts to state treasury accounts," he explained.

In addition, monthly compensation payments will use a projection calculation scheme for compensation funds compiled by the Director General of Budget and reviewed by the Inspector General. In addition, the Financial and Development Supervisory Agency (BPKP) will carry out comprehensive reviews every year.
