Hamas Rejects UN DK Resolution Which Is Considered Failed To Meet Palestinian Rights And Forces Trustees

JAKARTA - The militant group Hamas said the United Nations Security Council Resolution failed to fulfill Palestinian rights, attempted to impose trusts and reject the presence of international forces in the Gaza Strip.

The UN Security Council approved Resolution 2803 (2025) on a Comprehensive Plan to End the United States' Gaza Conflict in a vote at the New York United Nations Headquarters on Monday.

The resolution regulates the formation of a transitional government as well as the presence of international troops in the Palestinian enclave.

A total of 13 council members provided support, namely France, Britain, the United States, Algeria, Denmark, Greece, Guyana, Pakistan, Panama, South Korea, Sierra Leone, Slovenia, and Somalia. Meanwhile, China and Russia chose abstain.

"Assigning international troops with duties and roles in the Gaza Strip, including stripping of resistance weapons, stripping of its neutrality and making it a party in a conflict that supports the occupation," Hamas said in a statement, quoted by Ynetnews November 18.

"(The resolution) enforces an international guardianship mechanism in the Gaza Strip, which is rejected by our people and their factions," the group continued.

Quoted from UN News, Resolution 2803 (2025) welcomes the Comprehensive Plan announced by President Trump on September 29. The first phase of the 20-point plan resulted in a ceasefire between Hamas and Israel a few days later.

The resolution also welcomes the establishment of the Peace Council (BoP) "as a transitional government" in Gaza which will coordinate reconstruction efforts.

Next, this resolution authorized the BoP to form a temporary International Stabilization Force (ISF) in Gaza "to be deployed under an integrated command that could be accepted by the BoP".

Countries will contribute personnel to the force "in consultation and close cooperation" with Egypt and Israel.

US Ambassador Mike Waltz after the vote said the ISF "will stabilize the security environment, support Gaza's demilitarization, dismantle terrorist infrastructure, disable weapons, and maintain the safety of Palestinian civilians."

Meanwhile, Russia and China in comments on the option to abstain highlighted the Two-State Solution and the clarity of the mandate of the International Stabilization Forces (ISF) to be deployed to Gaza based on the resolution.
