Komdigi Sends Letter to 25 Unregistered PSEs in Indonesia, Including OpenAI and Duolingo

JAKARTA - The Ministry of Communication and Digital has issued official notifications to 25 Private Electronic System Providers (PSEs) that have not fulfilled their PSE registration obligations in Indonesia.

The Director General of Digital Space Supervision at the Ministry of Communication and Digital, Alexander Sabar, stated that the PSE registration obligation is stipulated in Ministerial Regulation Number 5 of 2020 concerning Private Electronic System Providers (PM Kominfo 5/2020).

Articles 2 and 4 of the regulation explicitly require every Private PSE (both domestic and foreign) to register its electronic system before operating.

"PSE registration is not merely administrative, but is a crucial instrument for ensuring Indonesia's digital sovereignty and protecting the public within a healthy and responsible digital ecosystem," Sabar emphasized in an official statement quoted on Tuesday, November 18.

The list of 25 Private PSEs that have been notified is as follows:

7. PT Duit Orang Tua (roomme.id)
8. Accor S.A. (accor.com dan application ALL Accor)
9. InterContinental Hotels Group PLC (ihg.com dan application IHG One Rewards)
10. PT. HIJUP.COM (hijup.com dan application HIJUP)

Komdigi also provides an opportunity for all ESOs that receive notifications to immediately follow up and complete the registration process. Failure to do so may result in administrative sanctions in accordance with applicable laws and regulations, including termination of service access.

This step is part of efforts to ensure a safe, orderly, and accountable Indonesian digital ecosystem. Since the regulation was enacted, Komdigi has prioritized a persuasive approach and extensive outreach, while enforcement remains gradual against non-compliant entities.

"We are always open to dialogue and assistance with the technical registration process. However, Indonesia's digital space must comply with Indonesian law. Compliance is a primary requirement for all platforms wishing to operate and serve the public," he concluded.
