Russia And China Absolute, UN DK Approve Gaza Resolution
JAKARTA - The United Nations Security Council approved a draft resolution on a Comprehensive Plan to End the Gaza Conflict carried by the United States
A total of 13 UN DK member countries approved this draft resolution. Meanwhile, two other member countries abstained, quoted from UN News's uploads on social media X, Tuesday 18 November.
The resolution adopted authorized the Peace Council and deployment of the International Stabilization Forces (ISF) in Gaza, as part of the US plan.
Two countries that abstained were Russia, which last week circulated draft rival resolutions, as well as China, citing the Associated Press.
The unestablished Peace Council will later play the transitional authority led by President Trump. Meanwhile, the ISF with this resolution is said to have a mandate that includes overseeing the border, maintaining security and demilitarizing the Palestinian enclave.

As international forces build control and create stability, the resolution states that Israeli forces will withdraw from Gaza "based on standards, milestones, and timeframes related to demilitarization." These must be approved by stabilization forces, Israeli troops, the US, and ceasefire guarantors, the resolution reads.
The authorities for the Peace Council and the ISF are said to be valid for two years until the end of 2027.
For nearly two weeks of negotiations on the resolution of the US, Arab and Palestinian countries have urged the United States to strengthen a weak initial statement on the determination of the Palestinian self-determination.
The US revised it by stating that after the Palestinian Authority which now rules part of the West Bank reformed and after the rebuilding of the destroyed Gaza Strip, "conditions may finally be available for a credible path towards self-determination and Palestinian statehood."
"The United States will build a dialogue between Israel and Palestine to agree on a political horizon for peaceful and prosperous coexistence," he added.
This angered Israeli Prime Minister Benjamin Netanyahu, who had vowed to oppose any attempt to establish a Palestinian state.
US Ambassador Mike Waltz called the resolution historic and constructive, starting a new direction in the Middle East.
"Today's resolution is another important step towards a stable and prosperous Gaza, as well as an environment that will allow Israel to live safely," he said.
Waltz stressed that this resolution is "new to the beginning."

The key to the adoption of the resolution is the support of Arab and Muslim countries that are pushing for a ceasefire and have the potential to contribute to international powers. The US mission to the United Nations distributed a joint statement on Friday with Qatar, Egypt, United Arab Emirates, Saudi Arabia, Indonesia, Pakistan, Jordan, and Turkey calling for a "fast adoption" of US proposals.
In comparison, Russia last week circulated a counter-language proposal, which supports the Palestinian State side by side with Israel, stressing the West Bank and Gaza should be united as a country under the Palestinian Authority.
Russia also removed references to the Transitional Council and asked UN Secretary-General Antonio Guterres to provide options for international forces to maintain security in Gaza and to implement a ceasefire plan, as well as emphasize the importance of the Security Council's role.
