At Commission V Of The Indonesian House Of Representatives, Minister Dody Disbursed Budget Absorption Of The Ministry Of Public Works, Only 56.53 Percent

JAKARTA - Minister of Public Works (PU) Dody Hanggodo revealed that the realization of the budget for the 2025 Fiscal Year (TA) only reached 56.53 percent until November 2025. In fact, the Ministry of Public Works previously targeted the absorption of FY 2025 to reach 89.03 percent by the end of 2025.

"As for the realization of the budget as of this morning, November 17, 2025 at 08.00 am, the physical progress reached 61.54 percent, while the financial progress reached 59.06 percent or absorbed Rp64.86 trillion from the total budget of Rp109.81 trillion," said Dody at a Working Meeting (Raker) with Commission V DPR RI at the Parliament Complex, Senayan, Jakarta, Monday, November 17.

In more detail, the budget includes the Secretariat General which has been absorbed by 71.96 percent; Inspectorate General 71.44 percent; Directorate General (Ditjen) of Water Resources 57.9 percent; Directorate General of Highways at 65 percent; Directorate General of Human Settlements at 61.7 percent; Directorate General of Strategic Infrastructure Infrastructure Development 19.98 percent; Directorate General of Construction Development 72.61 percent; Directorate General of Infrastructure Financing (DJPI) 68.57 percent; Regional Infrastructure Development Agency (BPIW) 52.55 percent and Human Resource Development Agency (BPSDM) 76.19 percent.

According to Dody, the addition of a budget for the implementation of development according to the Presidential Instruction (Inpres) in the second semester of 2025 affects the achievement of budget realization. However, his party is optimistic that it can pursue the realization of the budget until December 2025.

"We can report additional budgets for the implementation of the Presidential Instruction in the second semester which will also affect the achievement of financial realization. However, we are still optimistic that the financial prognosis of the Ministry of Public Works is projected to reach 96.77 percent by the end of the year," he said.

The additional budget of the Ministry of Public Works reached Rp23 trillion, originating from unblocking efficiency and also ratifying capital expenditures of the State Asset Management Institute (LMAN) for the implementation of land acquisition for a number of PU Ministry projects.

The effective ceiling details are allocated for regional irrigation funding phase III which is carried out through Presidential Instruction No. 2/2025 amounting to IDR 3.1 trillion, then the construction of the Phase II People's School through Presidential Instruction 8 of 2025 amounting to IDR 5.99 trillion and regional road construction funding through Presidential Instruction 11 of 2025 amounting to IDR 4.5 trillion.

"For the food, energy and national water self-sufficiency area which is focused on 2025 in South Papua through Presidential Instruction No. 14/2025 with a total allocation of IDR 2.72 trillion, consisting of IDR 620 billion for the Directorate General of Water Resources and IDR 2.1 trillion at the Directorate General of Highways," he said.

Meanwhile, the realization of the budget to complete the development according to several Inpres, only the construction of the Phase I People's School has almost 100 percent, with details as of November 10, 2025, the physical progress has reached 99.86 percent with a budget realization of 86.24 percent.

The details are the construction of Phase I People's Schools which are divided into three, namely Phases 1A, 1B and IC.

For Phase 1A to 1C, physical progress has reached 100 percent. However, the realization of the budget varies. For Phase 1A, the realization reached 98.68 percent. While Phase 1B reached 76.65 percent and Phase 1C reached 88.46 percent.

"The construction of the Phase I startup People's School, financial realization has reached 98.68 percent with 100 percent physical realization. Phase 1B, financial realization of 76.66 percent with physical realization reaching 100 percent, Phase 1C financial realization of 88.46 percent with physical realization reaching 100 percent," he said.

Meanwhile, for the construction of irrigation management, madrasa rehabilitation and regional road handling, the total budget realization is still far from 50 percent. In detail, for the total realization of the irrigation handling budget, it reached 30.2 percent, madrasa rehabilitation reached 21.08 percent and regional road handling reached 19.53 percent.
