Preventing Beaches From Being Controlled By Hotels And Villas, Bali Provincial Government Prepares Coastal Protection Regional Regulations
DENPASAR - The Provincial Government of Bali and the Bali DPRD have compiled a Draft Regional Regulation (Raperda) on the protection of beaches and coastal boundaries for the benefit of traditional, social, and economic ceremonies of local Balinese communities.
This was conveyed by the Governor of Bali Wayan Koster in the 12th plenary meeting of the Wiswa Sabha Utama building, Monday, November 17.
"The Bali Provincial Raperda, concerning beach protection and commensurate beaches for the benefit of social traditional ceremonies and the economy of local communities, compiled with the background, beaches and coastal boundaries in Bali Province, is an area that has religious value in the implementation of people's lives in Bali, and has the potential for natural resources that we need to protect to be utilized as much as possible for the welfare of the community," said Koster.
In addition, the protection of beaches and coastal or coastal boundaries is also a strategic area that has a function of scale and scale that in its implementation functions as a ritual space, as well as as a socio-cultural space and economic space for the community.
However, recently his party has seen that the function of beaches and coastal boundaries as religious spaces, social spaces, and economic spaces of local communities are increasingly experiencing pressure on their use as public spaces.
"So people who want to go to the beach, who want to immediately go to the village and all kinds of things, are increasingly limited and (there are) those who close access, some prohibit activities, or some even carry out inappropriate activities on the beach, even though at the same time there are very important upakaras," he said.
"This is not good, because our beach has a very good non-scale function. As if, those who build hotels, villas in the surrounding area, he ( FEELs) who owns the beach, he owns the sea, so he doesn't buy the sea, doesn't buy the beach, he only buys land that is the place to build. But, he does restrictions that are no longer in place, so we have to deal with this together," he continued.
Governor Koster assessed that if this was not addressed, then manners or Balinese citizens, in the implementation of upakara on the beach and at sea, it would be more limited.
"These things should not happen in Bali, and we all have a responsibility to take care of this as well as possible, so that what happens does not develop in the future which will limit the space for our children in the future," he explained.
Therefore, the Bali Provincial Government needs to protect and maintain beaches and coastal boundaries that have values and functions of customs, social and economics of local communities to realize the local wisdom values of the Sat kerthi in Bali, as well as guarantee the rights and roles of the community in the processing and protection of coastal and coastal boundaries.
Especially those used for religious ritual activities, traditional, social, and economic ceremonies and activities of the local Balinese community.
"So it is necessary to arrange and stipulate the Bali Provincial Raperda on the protection of beaches and coastal boundaries for the benefit of traditional, social, and economic ceremonies of local communities. This is already very much needed by the Balinese people," he said.
