DPR Summons Minister Of Public Works, Discusses Budget Realization Not Optimal To Work Plans

JAKARTA - Commission V DPR RI summoned the Minister of Public Works (PU) and his staff to attend a Working Meeting (Raker) at the Parliament Complex, Senayan, Jakarta, today.

Chairman of Commission V DPR RI Lasarus said the Working Meeting was held to discuss the realization of the Ministry of Public Works' budget absorption in 2025 which was considered still very low, which was 56.53 percent.

"This afternoon, the meeting will discuss the evaluation of the implementation of the 2025 APBN (TA) until November 2025 and discuss the planned program for the 2026 FY activities," said Lasarus at the DPR RI Building, Jakarta, Monday, November 17.

According to Lasarus, Commission V of the DPR RI needs to know what are the obstacles faced by the Ministry of Public Works, so that the realization of the budget this year is not optimal.

Moreover, previously the Ministry of Public Works targeted to realize the absorption of FY 2025 to 89.03 percent of the total budget ceiling of IDR 109.81 trillion.

"For this reason, on the occasion of this working meeting we need to get an explanation from the Minister of Public Works regarding what are the obstacles in achieving this absorption and what efforts will be taken so that the 2025 budget absorption is in accordance with the predetermined target," he said.

In addition, said Lasarus, his party also wants to know about the program plan or activities of the Ministry of Public Works in 2026.

"Has it accommodated the suggestions, proposals and input of Commission V of the DPR RI as stated in previous meetings," he said.

According to Lasarus, there are four strategic issues that must be followed up by the Ministry of Public Works. First, the number of strategic activities based on the 2025 Presidential Instruction (Inpres) is still in the process of procuring and the physical realization is still low.

For example, such as Presidential Instruction Number 2/2025 concerning the Acceleration of Development, Improvement of Rehabilitation and Operation and Maintenance of the Irrigation Network to Support food self-sufficiency.

"The physical progress is still 29.33 percent and Presidential Instruction No. 11/2025 concerning the handling of road areas for physical progress is still 15.78 percent. So, it is necessary to evaluate the implementation of this Presidential Instruction," said Lasarus.

"Furthermore, for the proposal for strategic activities based on the Presidential Instruction in 2026, verification of the effectiveness and readiness of the location has been carried out," he continued.

Second, the readiness of technical planning or Detail Engineering Design (DED). According to Lasarus, land availability is needed for the implementation of the 2026 activity program, especially in the construction of dams, irrigation networks and the construction of national roads that require the land acquisition process.

"Unprepared planning can cause delays in the implementation of activities, so that financial realization is hampered," he explained.

The third issue is related to flood prevention and prevention programs. Lasarus emphasized that the Ministry of Public Works can optimize natural disaster management, such as floods and landslides in the midst of extreme weather at the end of this year.

Fourth, the Ministry of Public Works also has a role in the development and revitalization of public facilities.

"Therefore, the Ministry of Public Works should play a more active role in providing technical support and services to the community, so that the quality of the structure and construction of the resulting buildings meets security and safety standards and provides maximum benefits," he concluded.
