Government Prepares IDR 40 Trillion Guarantee Scheme Per Year For Kopdes Loans

JAKARTA - Minister of Finance (Menkeu) Purbaya Yudhi Sadive stated that the revision of the rules related to the loan distribution mechanism for village/district red and white cooperatives will be completed soon.

The revision of the rules referred to by Purbaya is the Minister of Finance Regulation (PMK) Number 49 of 2025 to regulate the disbursement of Kopdes loans by PT Agrinas Pangan Nusantara (Persero) through the Association of State-Owned Banks (Himbara).

"I checked next week it should be finished," said Purbaya, quoted by Antara Jakarta, Sunday, November 16.

The revision of the regulation, said Purbaya, requires only a slight adjustment.

"It's easy just to cross 1-2 lines, finished," said Purbaya again.

He said the regulation would regulate Agrinas' loan mechanism to Himbara with a guarantee of all installment payments by the government of IDR 40 trillion per year for the next six years.

"We have given Himbara a guarantee requirement that the debt will be reimbursed by us. So, Himbara does not need to be afraid and the banking will not be disrupted either. The risk will not increase because it is guaranteed by the government," he said.

Previously, Minister of Cooperatives Ferry Juliantono stated that the budget requirement for the physical construction of village/district red and white cooperatives was estimated at IDR 2.5 billion per location.

Ferry said that currently 7,923 Kopdes points have begun to build physical infrastructure simultaneously.

The financing scheme is distributed to Agrinas who is tasked with carrying out physical construction of outlets, warehousing, and the completeness of red and white Kopdes/kel.

Ferry said that the first term worth almost Rp600 billion had been disbursed by Agrinas to the implementers in the field as a down payment.

The government is targeting to accelerate development in the next two months.

Pada November 2025, data tanah yang masuk diharapkan mencapai 40.000 bidang, dengan 20,000 titik mulai dibangun.

In December it was targeted at 40,000-50,000 new construction points, and the total land recorded could penetrate 80,000 plots.

The entire physical construction of the red and white Kopdes/kel is targeted for completion in March 2026.
