Governor Of Bali Complains The Rise Of Foreigners Having Rentals And Lodging In Bali
JAKARTA - Bali Governor Wayan Koster when receiving a visit from the Deputy Minister of Investment and Downstreaming/Deputy Head of the Todotua Investment Coordinating Board (BKPM) Pasaribu complained about the rise of foreign investment taking the share of people's businesses.
"Some eat people's businesses such as rentals and lodging, it's not true, for example, if the owner of a motorbike rental is a foreigner," said Koster in a statement received by the Bali Provincial Government in Denpasar, Saturday, which was confiscated by Antara.
He reported that Bali is currently in a condition that requires strict control over investment flows.
Currently, many permits are entered through the OSS integrated registration system which is not in accordance with the factual conditions on the ground.
In addition to consuming people's businesses, foreign investment often manipulates their tourism business capacity, such as the number of restaurant chairs, for example in licensing.
"In written permits, the capacity of the number of seats is much more, we have evaluated, there are new regulations, and now the implementation in the field must be completely under control," he said.
Therefore, Governor Koster proposed three outlines in controlling investment in Bali, namely evaluating so that foreign investments that enter are worth more than IDR 10 billion, maintaining the MSME sector so that large investments are not touched, and prohibiting the use of productive land, especially rice fields.
"Referring to the land function in Bali is already high, if left in 10 years the ecosystem will be damaged and food sources will be threatened, we will tighten this up," he said.
The Bali Provincial Government also found that many illegal villas did not pay taxes, thus harming local business actors who obeyed the rules.
This condition is unfair to those who are orderly, so Koster guarantees that he will take firm action against those who are naughty and support the orderly.
"We support investment, but it must be controlled and there is no mercy for those who violate, investment should not take the share of the local community, we must make sure this goes smoothly and indiscriminately," he said.
Governor Koster also reported to the Deputy Minister of Investment and Downstreaming that he plans to issue a new Circular (SE) as a technical basis for controlling investment in Bali to break the chain of rogue investments.
Wamen Investasi dan Hilirisasi Todotua Pasaribu kemudian mengatakan bahwa pemerintah pusat berkomitmen untuk mencabut izin investor nakal.
"We have revoked hundreds of permits, ranging from those that harm MSMEs to those that violate local, central and regional wisdom, cannot go alone, protection for local businesses must be a priority," he said, adding that a balance was needed between the entry of foreign capital and a significant contribution to the regions.
"We must balance and control foreign investors so that they not only do business, but also make a real contribution to the region and state," Koster continued.

Desk ini akan menjadi kanal koordinasi issuance dan penertiban izin yang selama ini dianggap masih meninggalkan sejumlah permasalahan teknis di lapangan.
"Central and regional consolidation must be fast, licensing is risky, including those through the OSS platform must be more directed, measurable, and accelerated," he said.
The Deputy Minister of Todotua ended this visit with an understanding to strengthen the synergy of the regions in ensuring that investments entering Bali are cleaner, orderly, and provide direct benefits for the community.
