SHSI Prasmul Encourages Strengthening Regulations On Renewable Energy Incentives In Indonesia

JAKARTA - Indonesia is known as one of the countries with the largest renewable energy potential in the world. Reporting from the website of the Ministry of Energy and Mineral Resources (ESDM), Indonesia's new renewable energy potential (EBT) - starting from solar, bayu, hydro, bioenergy, geothermal, to sea energy - a total of 3,686 gigawatts (GW). However, until now, its utilization is only around 15.2 gigawatts, or only 0.4 percent of the total potential.

The huge gap between potential and utilization shows that the opportunity to develop innovation and policies that accelerate the clean energy transition in the country is still very open. Unfortunately, various challenges such as limited investment, uneven infrastructure, as well as the lack of applicative research have made this great potential not optimally utilized.

In fact, with the right management, renewable energy can be an important pillar for the welfare of the community, create green jobs, and support Indonesia's commitment to the Net Zero Emission 2060 target.

Seeing this condition, collaboration between academics, researchers, industry, and the government is the key in accelerating the use of clean energy based on knowledge and innovation. This prompted three female students who received the Bakti Indonesia Scholarship, Dewi Elvani Lumban Gaol, Aprilia Eukarista Paskaria, Lusia Marselina Mbu Pake, and Ulya Yasmine Prisandani, Deputy Dean and Faculty Member of the Medical School and International Study of Prasetiya Mulya University (SHSI Prasmul) to participate in the Call for Paper event organized by Domus Legilis Cogigatio Journal, Faculty of Law atma Jaya University Yogyakarta, on August 1, September 5, 2025.

On this occasion, the SHSI Prasmul team sent a scientific work entitled Strengthening the Role of Indonesian Stakeholders in Energy Incentive: A Comparatative Study with UK Law. This paper discusses the role and responsibility of the Indonesian government as the main stakeholder in designing and implementing the latest energy incentive policy.

Through a comparative study with practices conducted in the UK, the researchers highlighted the importance of establishing an independent energy regulatory body in Indonesia to increase coordination, transparency, and effectiveness of energy incentive policies. Providing renewable energy incentives is not only a strategic step to suppress national carbon emissions, but also an effective way to attract more environmentally friendly investments and accelerate the transformation towards a green economy.

Deputy Dean of SHSI Prasmul as well as a member of the writing team, Ulya Yasmine Prisandani, said that this issue was crucial for study because it was directly related to the future of Indonesia's energy policy.

The role of law is very important in ensuring that energy transitions run fairly, transparently, and sustainably. Through comparative studies with the UK, we want to show how Indonesia can strengthen its legal framework so that energy incentives are truly able to encourage real changes in the national energy sector," Yasmine said in a written statement, Friday. November 14th.

In line with this, Dewi Elvani Lumban Gaol, a student of SHSI Prasmul and the first author, added that this research also reflects the commitment of Prasetiya Mulya University to the issue of sustainability.

"In Prasmul, we are not only studying legal theory, but also directed to see the real impact of policies on sustainable development. renewable energy is part of the future that must be fought for, and the law has a strategic role in making it happen," said Dewi.

Through in-depth research and comprehensive data preparation, SHSI Prasmul's team won the title of 'Best Data Elaboration' in the competition. The results of this research are expected to be concrete input for policymakers in designing more effective and adaptive regulations against energy transition challenges.

"We hope this research does not stop on paper, but can be a real reference for policymakers and society to jointly strengthen commitments towards a cleaner and more sustainable energy future," added Dewi.

This achievement is clear evidence of the commitment of Prasetiya Mulya University, especially the School of Law and International Studies, in fostering students' sensitivity to global issues and the strategic role of law in responding to sustainability challenges. Through cross-disciplinary research and collaboration, Prasmul continues to encourage his academic community to be part of the solution to a greener and fairer future.
