Forest Corruption Case, 2 Private Entrepreneurs Charged With Bribery Of IDR 2.55 Billion

JAKARTA - The public prosecutor (JPU) from the Corruption Eradication Commission (KPK) Tonny Pangaribuan revealed that two entrepreneurs, namely Djunaidi Nur and Aditya Simaputra, were charged with paying as much as 199 thousand Singapore dollars or equivalent to Rp. 2.55 billion (exchange rate of Rp. 12,800 per Singapore dollar) related to the alleged bribery case in the corruption of forest area management cooperation within PT Exploitation and Forest Industry (Inhutani) V for the 2024-2025 period.

Tonny Pangaribuan stated that the two businessmen gave bribes to the President Director of PT Inhutani V Dicky Yuana Rady.

"The bribe was given with the intention that Dicky can condition or regulate so that PT PML can continue to cooperate with PT Inhutani V in utilizing forest areas in registers 42, 44, and 46 in the Lampung Province," said the Public Prosecutor at the trial of reading the indictment at the Corruption Court at the Central Jakarta District Court, Tuesday, November 11, reported by ANTARA.

Meanwhile, Djunaidi Nur is one of the directors at PT PML, while Aditya Simaputra is Djunaidi's personal assistant and licensing staff at PT SBG.

For their actions, Djunaidi and Aditya are threatened with criminal acts as regulated in Article 5 paragraph (1) letter a or Article 13 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended and supplemented by Law Number 20 of 2001 in conjunction with Article 55 paragraph (1) 1 jo. Article 65 of the Criminal Code.

The Public Prosecutor said that the case began in 2009, PT Inhutani V held a cooperation in managing forest plants with PT PML on forest areas whose permits were owned by PT Inhutani V and PT PML.

In 2014 there was a dispute between PT Inhutani V and PT PML, including PT PML filing a lawsuit with the Indonesian National Arbitration Agency (BANI) which was decided by winning PT PML.

"The BANI decision was canceled by the Central Jakarta District Court, then the decision of the Central Jakarta District Court was canceled by the decision of the Supreme Court (MA), thus confirming the BANI decision," said the prosecutor.

After the Supreme Court's decision, on November 1, 2018, PT PML and PT Inhutani V agreed to end the dispute and create new cooperation.

The prosecutor said that on June 6, 2024, in Bandar Lampung City, a meeting was held with PT Inhutani V with PT PML to discuss the extension of PT Inhutani V's Forest Utilization Business Licensing (PBPH) for the Lampung unit and the extension of PBPH PT Inhutani V's Business Work Plan (RKU) for Lampung units.

"In addition, it was agreed that the cooperation would continue and PT PML would pay compensation and fines according to the Supreme Court's decision," the prosecutor added.

On July 18, 2024, Dicky submitted a letter requesting the revision of the PBPH Forest Utilization Business Plan (RKUPH) for the 2018-2027 period of PT Inhutani V Unit Lampung to the Minister of Environment and Forestry (LHK) who had accommodated PT PML's request.

However, the application letter was submitted without mentioning the actual condition of the plants and control of the forest area, even though all the land had been collaborated with PT PML and had not been notified or reported to the Minister of Environment and Forestry.

After submitting a letter of application for the proposed revision of the PBPH RKUPH, the prosecutor continued, Dicky contacted Djunaidi and asked for money for Dicky's personal interests.

Against this request, Djunaidi agreed because he hoped that the cooperation with PT Inhutani V would continue as desired.

Furthermore, on August 21, 2024, Djunaidi and Dicky met where Djunaidi said PT PML had paid compensation and a fine of Rp. 4.2 billion and had been transferred to PT Inhutani V's account.

During the meeting, Djunaidi also gave Singapore dollars worth 10 thousand to Dicky in the form of 100 Singapore dollars denominations, as requested by Dicky.

On July 23, 2025, Djunaidi met again with Dicky to discuss sugarcane planting cooperation and Dicky provided an area of 5,000 hectares with a request that Djunaidi be willing to replace Dicky's Mitsubishi Pajero Sport with a Jeep or other SUV.

"At Dicky's request, Djunaidi agreed and asked Dicky to contact Aditya regarding the request for the car," said the prosecutor.

After that, Djunaidi asked Aditya to hand over Jeep Rubicon's payment to Dicky in Singapore dollars and asked Aditya to calculate the Singapore dollar exchange rate of 188,390 Singapore dollars, which at that time amounted to Rp12,660 per Singapore dollar.

Based on this information, Djunaidi asked for money to be rounded up to 189 thousand Singapore dollars and asked Aditya to take the money at Djunaidi's house, which was wrapped in used newspapers and put in a bag, to be brought and handed over to Dicky at Wisma Perhutani.
