Preventing New Style Corruption, Ministry Of Manpower Implements Integrated Anti-Bribery System

JAKARTA - The Ministry of Manpower (Kemnaker) strengthens governance and institutional integrity through the implementation of the Anti-Bribery Management System (SMAP) and the Fraud Control System (SICKENCUR). This step is the main strategy to prevent collaborative corruption practices which are considered increasingly difficult to detect with conventional audits.

Secretary General of the Ministry of Manpower, Cris Kuntadi, said that one of the most dangerous forms of corruption at this time is collaborative corruption, a practice involving cooperation between internal officials and external parties, such as vendors.

"This kind of collaboration makes the internal surveillance system manipulated from within, so standard audits often fail to detect it," Cris said in an official statement, Sunday, November 9.

To answer these challenges, the Ministry of Manpower applies SMAP and SIKENCUR as a strategic step to strengthen institutional governance and integrity.

"The implementation of this system is carried out through fraud and bribery risk assessment to identify potential risks of bribery and fraud, accompanied by the development of integrated strategies, policies, guidelines, and control devices," he said.

Cris added that the implementation of this system not only functions to detect violations, but also strengthens the culture of integrity and transparency in the work environment.

"The implementation of these two systems aims to mitigate the risk of bribery and fraud in a sustainable manner," said Cris.

The Ministry of Manpower also ensures that SMAP and SIKENCUR have met ISO 37001:2016 international standards, as a form of commitment to clean and accountable governance.

As a first step, the Ministry of Manpower has determined the Decree of the Secretary-General Number 1/2450 / HK.03.01 / VIII / 2025 concerning the formation of the Anti-Bribery and Fraud Control System Team (FKAPK) and the Audit Internal Team.

"The formation of this team is an important foundation for the implementation of a structured and sustainable integrity control system within the Ministry of Manpower," said Cris.

The next stage is the determination of policies and launches (launching) of SMAP and SIKENCUR, which is marked by the signing of policy points as well as anti-penipation and fraud control commitments by the leadership and ranks of the Ministry of Manpower.

As a strengthening of the implementation, the Ministry of Manpower held a training and workshop for Risk Assessment which was attended by the FKAPK Team, the Audit Internal Team, and all employees of the General Bureau.

This activity aims to improve competence in conducting Bribery Risk Assessment (BRA), namely the risk management process to identify, analyze, and assess the potential for bribery and fraud in the work environment.

Cris emphasized that the successful implementation of SMAP and SIKENCUR will be measured through three main aspects, the existence of devices, consistent implementation, and the effectiveness of control.

"This success reflects the adequacy of design, compliance with implementation, and the tangible results of implementing the integrity control system at the Ministry of Manpower," said Cris.

The Ministry of Manpower's commitment to strengthening the integrity system is reflected in the results of the evaluation of the Corruption Eradication Commission (KPK) in 2025 on the Gratification Control Program (PPG). In this evaluation, the Ministry of Manpower won the 96 index and ranked second nationally for the ministry category, far above the national average of 56.94.
