UI Criminologist Highlights Case Of SMAN 72 Jakarta: Bullying Can't Be Taken Care Of Itself

JAKARTA - University of Indonesia (UI) criminologist, Dr. Ni Mademen Puteri (Tinduk) said the explosion at SMAN 72 North Jakarta which was allegedly triggered by the experience of being a victim of bullying drew concern.

"This situation must get a quick response, but it is still based on the principle of protecting the best interests of children and high caution," saidOKin in his statement, Saturday, November 8, 2025.

He explained that bullying is an aggressive behavior among school-age children stemming from a power imbalance between the perpetrator and the victim.

"The perpetrator feels that he has power, while the victim feels he has no power. This is not just a conflict between individuals, but group behavior. In this case, the victim was bullied because of his physical condition," he explained.

men added that victims of bullying often experience repeated similar treatment. In certain situations, victims who are unable to withstand suffering can take resistance or retaliation, and then have the potential to become perpetrators of violence. This phenomenon is known as a victim-offender overlap.

"Retaliation can be aimed not only at bullying perpetrators, but also at people who are considered to be allowing or not helping victims, including school facilities," he said.

He also highlighted the role of AUDIences' or parties who are aware of bullying but do not do anything. He said that in the view of the victims, they were considered part of the perpetrator or co-offender because they helped the violence happen.

"People who know that there is, or there will be bullying, but do not prevent it are accomplices to bullying (co-offend) people who participate in the occurrence of violence, and are considered to support the perpetrators," he explained.

The child who is bullying must also be seen as a victim of a system that fails to provide protection. Therefore, it is necessary to consider the principle of proportionality between violation, responsible ability, and meaning of his actions," he concluded.
