Realization of Labor Intensive Budget as of November 3 Reaches IDR 1.61 Trillion, Absorbs 138,314 Workers

JAKARTA - The Ministry of Public Works (PU) continues to accelerate the absorption of the 2025 Fiscal Year (TA) Work Intensive Program, which totals IDR 2.7 trillion. The Community-Based Infrastructure Program aims to encourage local economic growth while helping reduce poverty rates in Indonesia.

PU Minister Dody Hanggodo said that the labor-intensive program was an important development strategy to ensure that physical benefits were felt evenly.

"This program is an important instrument to ensure that the benefits of development can be felt evenly across all levels of society," said Dody in his written statement, quoted Friday, November 7.

Based on e-Monitoring data from the Ministry of Public Works as of November 3 2025, financial absorption for labor-intensive programs has reached 58.05 percent of the total budget or the equivalent of IDR 1.6 trillion. Physically, development progress has reached 67.79 percent.

The labor absorption figures produced by the program are quite significant. It was recorded that the labor-intensive program involved 138,314 workers or the equivalent of 4,047,804 Working Person Days (HOK). The Ministry of Public Works' target is to absorb more than 185,189 workers.

The labor-intensive realization in 2025 is channeled through technical units, one of which is the Directorate General of Water Resources through the Acceleration of Improvement of Irrigation Water Use Program (P3TGAI) in 9,597 locations. The program, which focuses on rehabilitating tertiary irrigation networks, has absorbed 115,319 workers with physical progress of 79.04 percent.

Apart from that, the Directorate General of Highways also carries out labor-intensive activities with a budget of IDR 1.3 trillion spread across 1,074 locations for small-scale road and bridge maintenance. The program has absorbed 48,651 workers with physical realization reaching 80.9 percent.

"Through community involvement in infrastructure development, this program is expected to open up access to jobs, daily income and improve basic infrastructure such as roads, bridges, clean water, sanitation and other socio-economic infrastructure in the regions," concluded Dody.
