Minister Of ATR Protects Rice Fields Through RDTR And RTRW For Food Security

JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid protects rice fields through a Detailed Spatial Planning (RDTR) and Spatial Planning (RTRW) in order to support food security.

"Now we are making a tracking where if it is physically still a rice field, even though the RTRW has been used it is no longer a rice field, we still don't give permission. For what reason? In order to maintain and control the conversion of rice fields to not rice fields. For food security," said Nusron as reported by ANTARA, Thursday, November 6.

According to him, there are RTRWs with 314 regencies whose RTRWs do not include the Sustainable Food Agriculture Area (KP2B).

"Yes, if it is not in accordance with RDTR, we will adjust it. Because the protected rice fields (LSD) actually have two forms," he said.

First, said Nusron, is that the physical ones are no longer rice fields, on the map rice fields are still being sold. Models like this will the Ministry of ATR arrange and tidy up the data.

"If we don't have rice fields, we will delete them. So there is no need for a LSD permit anymore," he said.

He then added, but there are others who say that the rice fields are physically but the RTRW is no longer a rice field.

"We will ask for a model like this to review the RTRW to return its function to rice fields. Because if the rice fields are lost, later we will not be able to produce abundant food," said Nusron.

Previously, the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid, emphasized that every local government must have and immediately update the Regional Spatial Planning (RTRW) policy as the basis for regional development.

Minister Nusron also highlighted the importance of the existence of a Detailed Spatial Planning (RDTR) as a derivative of the RTRW.

Dia mengingatkan, RTRW saja tidak cukup menjadi dasar pengambilan keputusan dalam pembangunan karena sifatnya masih terlalu umum.

"Tentunya kalau pembangunan hanya mengandalkan RTRW, pengambilan keputusan, terutama masalah pemanfaatan tata ruang tidak terpimpin dan pasti ada bias dan distorsi. Karena itu dari RTRW kabupaten/kota kita turunkan lagi menjadi namanya RDTR," katanya.

Agar percepatan RDTR dapat tercapai, Menteri Nusron mengajak seluruh pihak berbagi tanggung jawab.

He reminded that RTRW alone is not enough to be the basis for decision-making in development because it is still too general.

"Of course, if development only relies on RTRW, decision making, especially the issue of using spatial planning, it is not guided and there must be bias and distortion. Therefore, from Regency/City RTRW we will reduce it again to the name RDTR," he said.

In order to achieve the RDTR acceleration, Minister Nusron invites all parties to share their responsibilities.
