Pademangan Residents Request Meeting with Defense Minister Following Circulation of Shophouse Evacuation Letter
JAKARTA - Several residents of the Marinatama Mangga Dua (MMD) shophouses in Pademangan, North Jakarta, have requested that the Indonesian Ministry of Defense immediately intervene to resolve the dispute between the residents and the management of Inkopal (Inkopal).
"We hope for mediation with the Ministry of Defense. So far, Inkopal appears to be the owner, but in fact, it is only the manager; full authority rests with the Ministry of Defense," said Wisnu Hadi Kusuma, a representative of the MMD Pademangan residents, after a hearing at the Jakarta State Administrative Court on Wednesday, November 5, 2025.
Wisnu said the residents also requested the Minister of Defense immediately respond to a letter they had sent regarding the controversy.
"Therefore, we sincerely request that the Minister of Defense, as we submitted last Sunday, respond when we can have an audience with the Ministry of Defense," he said.
The residents hope to meet with the Ministry of Defense to address the controversy.
"That's right (to sit together with 42 residents). So that's our hope, that the Ministry of Defense is willing to accept us to sit at one table," he said.
Meanwhile, regarding the intervention of the shophouse eviction notice, Wisnu believes this should not have happened because the legal process is currently underway at the Jakarta State Administrative Court (PTUN) regarding the request for cancellation of the Right to Use Certificate (SHP) and clarification of the Building Use Certificate (SHGB).
"We hope all parties will respect this judicial process and prevent any legal action outside of the legal procedure," said Wisnu.
Wisnu expressed concern about the order to evict the shophouses by Inkopal, while his office is still challenging the right to use certificate issued by Inkopal at the PTUN.
"We are still awaiting the judge's decision regarding this dispute and we hope for a solution from the Ministry of Defense, as the asset owner," he said.
For your information, the Indonesian Navy Cooperative Association (INKOPAL) issued its first notification letter, numbered B/22/IX/2024, to 42 owners of the Marinatama shophouse leasehold rights. It was signed by the Deputy Chairman of the INKOPAL Management, Navy Colonel (S) Yoddi Marantika, dated September 23, 2025.
Based on the lease agreement for the Marinatama shophouse in West Pademangan, North Jakarta, which expires on December 31, 2025, INKOPAL will not renew the lease and will immediately vacate and return the Marinatama shophouse land and building (State Property/BMN) in good, habitable condition, free of any occupants or belongings.
They will then be asked to return the Marinatama shophouse land and building to INKOPAL by preparing a Land and Building Acceptance Report (BAST) and attaching several requirements.
Subali, the attorney for the 42 residents of the MMD Pademangan shophouses, stated that the trial at the PTUN (State Administrative Court) is still focused on presenting evidence, and the panel has given all parties the opportunity to present their evidence.
Meanwhile, the eviction of the shophouses must be preceded by a general court decision before it can be executed.
"Without a court decision, the eviction cannot be carried out because the residents have a history of occupying the shophouses," he added.
Previously, several residents who own the Marinatama Mangga Dua (MMD) shophouses complained about interference from the shophouse management regarding the lawsuit process at the Jakarta State Administrative Court (PTUN).
