The Ministry Of Industry's IOMKI Issuance Is Considered To Be Important To The Ego Himself
JAKARTA - The Ministry of Industry has granted operational permits and mobility for industrial activities (IOMKI) to many companies in areas with the status of Large-Scale Social Restrictions (PSBB).
In fact, these companies are not included in the business sector that has been exempted from being prohibited in the PSBB regulations. They got IOMKI because they were considered a strategic industry that could be exempted from operating.
Secretary General of the Ministry of Industry, Achmad Sigit Dwiwahjono, explained that the industrial sectors that already have IOMPI are the agro industry, the pharmaceutical chemical industry, textiles, metals, machinery, transportation equipment, electronic equipment, small and medium scale and various industries, industrial estates, and industrial services.
Sigit said, the reason his party gave the permit was because he had to comply with the Circular of the Minister of Industry Number 4 of 2020 to continue to guarantee industrial operations in the midst of the COVID-19 pandemic.
"The Ministry of Industry conveyed to the local government that during this PSBB period, industrial sector activities must be able to run with the stipulated requirements," said Sigit, Tuesday, April 28.
The reason Sigit received criticism from economic observer from INDEF, Nailul Huda. Nailul understands the provision of IOMKI to companies on the grounds that as a strategic industry it is carried out to reduce the high rate of layoffs for employees.
However, this step was considered unwise and prioritized ego because of the unclear criteria for companies that could get IOMKI. This is because when the PSBB in an area has come into effect, the company is prohibited from operating in the office and there are only 11 business sectors that are exempted from the prohibition.
The business sectors that are exempted are in the fields of health, food / food / beverage, energy, communication and information technology, finance, logistics, hotels, construction, daily necessities, basic services, public utilities, and industries which are designated as national vital objects. and specific objects, as well as strategic industries.
"Indeed, industries that are still allowed to operate are priority industries, as outlined in the PSBB regulations. Apparently, there is still a sectoral ego from the Ministry of Industry that does not want their performance to fall this year," Nailul said when contacted by VOI some time ago.
To date, there have been 14,533 licenses issued by the Ministry of Industry. The provinces with the highest number of licenses are West Java with 5,185, Banten with 2,816, East Java with 2,606 companies, and DKI Jakarta with around 900 companies.
Therefore, continued Nailul, the Ministry of Industry must monitor closely so that the company continues to operate by carrying out health protocols to prevent transmission of the corona virus, such as implementing physical distancing.
"The Ministry of Industry must supervise (IOMKI recipient companies) at all times because they are the party responsible for issuing IOMKI. If there is someone who violates it, the IOMKI must be revoked. The state must be firm," he explained.
Head of the Jakarta Manpower, Transmigration and Energy (Disnaker) Agency Andri Yansyah asked the Ministry of Industry to re-evaluate the companies that have received IOMKI. In addition, Andri wants the Ministry of Industry to involve the DKI Disnaker in the survey process to the issuance of IOMKI for companies in Jakarta.
"We ask to be involved. With the condition of COVID-19, the interests of health must be in line with the interests of the economy. The provision of IOMKI must be properly sorted out for companies that have strategic aspects," said Andri.
The request for local government involvement, said Andri, was due to the large number of companies that had received IOMKI, even though they were not a sector that was exempted from the government's prohibition.
Moreover, he said, the process of filling out an online form for the issuance of IOMKI from the Ministry of Industry was too fast. This made the screening of work operational requirements not run optimally. Because, it is feared, the company could claim to be in a strategic sector.
"Don't just fill in the data, then get out fifteen minutes (permission). Survey first, please. That's what we regret," he concluded.
