Bali DPRD Temporarily Closes The Kelingking Beach Glass Lift Project

The Bali DPRD's Special Spatial Planning, Assets and Licensing Committee (Pansus TRAP) temporarily closed the construction of glass elevators on the cliffs of Kelingking Beach, Nusa Penida, Klungkung Regency.

"If it is in the context of enforcing the spatial regulation by the Bali Satpol PP, it will be ensured that there will be no more activities," said Chairman of the Special Committee for TRAP of the Bali DPRD I Made Supartha in Klungkung, Friday, October 31.

He conveyed that the construction of an iron glass elevator as high as 180 meters from the bottom of the ravine violated Law Number 26 of 2007 concerning Spatial Planning.

Moreover, the investor, namely PT Bangun Nusa Properti (BNP), has proven that it has not obtained a number of permits, including related to disaster mitigation and work safety.

"If there is a violation, it can be called, there is a crime, it's pro justitia that the enforcement of regional regulations needs to be evaluated," said Made Supartha.

In addition to these permits, the Bali DPRD TRAP Special Committee also highlighted glass elevator buildings that do not show Bali's architecture, even though the Bali Regional Regulation Number 5 of 2025 has been regulated, so there is no longer any reason for granting the construction permit to be continued.

Head of Bali Satpol PP I Dewa Nyoman Rai Dharmadi said the temporary closure of development was based on input from a number of related Bali Provincial Government OPDs.

One of them is data from the Manpower Office regarding K3 or occupational safety and health that has not been fulfilled, so it has the potential to pose a big danger to workers and visitors to the daily tour.

Investors have also not confirmed technical images and elevator installation permits, thus violating administrative obligations.

"It has been conveyed by the chairman of the special committee, of course, we also decided to temporarily suspend its activities, for the supervision of the Klungkung Satpol PP, I ask for supervision," he said.

"I ask for further supervision not to let us install this pp pol line, if it is opened there is a crime, we will report the police if the activity is still ongoing or forced to open," continued the Head of Satpol PP Bali as reported by ANTARA.

Meanwhile, the Director of PT Bangun Nusa Properti (BNP) I Komang Suantara as the owner of the project claimed this project was legal and in accordance with Regional Regulation Number 1 of 2024 concerning RTRW and Regional Regulation Number 2 of 2023 concerning the Retribution of Building Approval (PBG).

He even said that the permit had been issued since 2023 and all environmental studies and land force tests had been carried out.

Investors from China who are partnered are said to have invested up to Rp200 billion and Rp60 billion specifically to build glass elevators in the hope of boosting PAD Klungkung and creating new jobs.

However, he admitted that he respected and complied with the decision of the Bali DPRD Special Committee team and Bali Satpol to temporarily close the construction of glass elevators while collecting the required files.
