Transferring PPPK Status To Civil Servants Has The Opportunity To Be Discussed In Revision Of ASN Law
JAKARTA - Member of Commission II of the DPR RI, Muhammad Khozin revealed the progress of the discussion on the revision of Law Number 20 of 2023 concerning State Civil Apparatus (RUU ASN).
According to him, the discussion of the ASN Bill will not be carried out this year even though it is included in the list of the 2025 National Legislation Program (Prolegnas).
"The ASN Bill is indeed included in the 2025 Priority Prolegnas list. However, with the remaining two months in 2025, on paper discussing the ASN Bill, it is not possible to carry out this 2025," said Khozin to reporters, Thursday, October 30.
Currently, continued Khozin, Commission II of the DPR is still waiting for an in-depth study from the DPR Expert Body (BKD) regarding the draft ASN Bill. He emphasized two important things that became the focus of discussing the revision of the ASN Law, namely material deepening and 'meaningful participation'.
Khozin then mentioned the decision of the Constitutional Court (MK) Number 121/PUU-XXII/2024 which ordered the establishment of an independent institution that oversees the merit system with a time limit of two years since the decision was pronounced. He said the DPR was ready to follow up on the Constitutional Court's decision regarding the formation of an independent ASN supervisory agency.
According to Khozin, the decision is an important momentum to strengthen the merit system, maintain ASN neutrality, and provide protection against apparatus from potential bureaucratic politicization.
"Therefore, the Constitutional Court's decision is an important part in the formulation of discussing changes to the ASN Law in the future," said the legislator from the East Java IV electoral district.
Khozin did not deny that there was a discourse about the transfer of the status of a Government Employee with a Work Agreement (PPPK) to become a Civil Servant (PNS). However, Commission II has not discussed it formally regarding this matter in the revision of the ASN Law.
"There is a discourse that has developed about this. But the details are not yet formally in the form of drafts," said Khozin.
Likewise, regarding part-time PPPK employees, Khozin ensured that the DPR would accommodate the proposal as input in the discussion of the ASN Bill.
