Nusron Orders Local Government To Cancel Land Certificates Above River Sempadan To Reservoir

JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid revealed that many land certificates were issued and buildings were standing on the river border to the Jabodetabek reservoir.

"Later we will check how much land is certified there, we cancel it because it is above the river border. We will check how many buildings there are, we ask the local government to cancel it," said Nusron after meeting with Deputy Minister of Public Works (PU) Diana Kusumastuti at the PU Ministry office, Jakarta, Wednesday, October 29.

Moreover, based on regulations, the river and reservoir boundaries are spaces for water movement, so there should be no buildings on top.

Currently, the Ministry of ATR/BPN and the Ministry of Public Works are harmonizing regulations related to the use of river boundaries.

Harmonization of the regulation is targeted to be completed before the flood season in January and February 2026.

"From the aspect of spatial dimension, the aspect of the dimension of the survey and land mapping as well as the ending are the issuance of certificates and land registration. This must be uniform first, so that in the future there will be no problems," he said.

Setelah itu, pemerintah akan melakukan audit tata ruang, audit sertifikat tanah dan audit bangunan di sepanjang sempadan sungai yang berpotensi banjir, untuk kemudian ditertibkan.

Beberapa sungai yang menjadi langganan banjir di Jabodetabek, antara lain Sungai Ciliwung, Sungai Cisadane, Sungai Cikeas dan Sungai Citarum.

"Ini mumpung banjirnya masih jauh, kami antisipasi dari sekarang," pungkasnya.

After that, the government will conduct a spatial audit, audit of land certificates and audit of buildings along the river border that has the potential for flooding, and then be brought under control.

Several rivers that are subject to flooding in Jabodetabek include the Ciliwung River, Cisadane River, Cikeas River and Citarum River.

"This is while the flood is still far away, we anticipate it from now on," he concluded.
