'Hantam' Reduced Funds Of IDR 15 Trillion, Pramono Has Not Freed Transportation For Residents Of Buffer Areas
JAKARTA - DKI Jakarta Governor Pramono Anung said that the DKI Provincial Government (Pemprov) has not been able to realize the free public transportation policy for 15 community groups in the buffer areas of Jakarta, such as Bogor, Depok, Tangerang, South Tangerang, and Bekasi.
"Jakarta frankly has not been able to provide subsidies for 15 groups outside Jakarta residents," Pramono said after a coordination meeting on transportation development at DKI Jakarta City Hall, Wednesday, October 29.
According to Pramono, the policy was delayed due to the cuts in transfer funds to the regions (TKD), including profit-sharing funds (DBH), amounting to Rp15 trillion. This condition makes the DKI Provincial Government have to adjust the preparation of the 2026 APBD, which is expected to decrease compared to this year.
Even so, Pramono emphasized that the program to waive public transportation rates for residents with DKI ID cards will continue.
"We still provide subsidies and exemptions for Jakarta residents, but for residents outside Jakarta we can't, especially since DBH has just been cut," he said.
So far, free transportation policies include Transjakarta, MRT, and Jakarta LRT services for 15 groups of people, including civil servants of the DKI Provincial Government, retired civil servants, contract workers, KJP Plus recipients, residents of the flats, the PKK Mobilization Team, employees with salaries equivalent to the UMP, to people with disabilities, the elderly, veterans, and posyandu cadres.
Previously, Pramono had opened a discourse on expanding the free transportation program for residents in the Bodetabek area. The plan will be implemented if the electronic road pricing (ERP) system or electronic paid roads have been operating in Jakarta.
According to him, the income from ERP can later be allocated for a subsidy full of free transportation for 15 groups of Jabodetabek residents.
"If ERP can be carried out, then the money from ERP will be used entirely for free transportation subsidies for all 15 groups in Jabodetabek," Pramono said on Wednesday, April 9.

However, he emphasized that the discourse is still in the discussion stage and requires further coordination with local governments around Jakarta and the central government.
"But we are working on this. Later in time I will discuss with the Banten Government, West Java Government, and also the central government," he said.
