Kementerian ATR/BPN Mencatat Investasi KPPR Tembus Rp357,17 Triliun Hingga Oktober 2025
JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid noted that the investment value sourced from the approval product for the Compliance of Spatial Utilization Activities (KKPR) which is the central authority has reached Rp357.17 trillion.
This figure is the achievement of the Ministry of ATR/BPN from October 2024 to October 2025, aka for one year the Prabowo Subianto-Gibran Rakabuming Raka government.
"This figure shows that the space arrangement policy no longer stops on the planning table, but is really a driving force for the national economy. Spatial planning is now a strategic foundation in ensuring the direction of development is measurable, efficient and fair," said Nusron in a written statement quoted from the official website of the Ministry of ATR/BPN, Wednesday, October 29.
Nusron explained that the increase in investment value could not be separated from the steps taken by the Ministry of ATR/BPN in strengthening the spatial planning system through the preparation and digitization of the Detailed Spatial Planning (RDTR).
Over the past year, 119 new RDTR documents have been issued, up 21.8 percent compared to the previous year.
Of the total, 445 RDTRs have been integrated with the Online Single Submission (OSS) system.
This achievement increased by 189 documents or 73.8 percent in the same period.
The integration of RDTR with OSS makes spatial planning the main entry point for investment, especially through the KKPR approval mechanism.
With this system, business actors can obtain location certainty and permits in a transparent, fast and accurate spatial data-based manner.
"This also closes the space for overlapping land practices and strengthens legal certainty in doing business," he said.
This achievement also reflects the direction of government policies under the leadership of President Prabowo and Vice President Gibran which emphasizes productive investment, equitable regional development and optimizing space for the welfare of the people.
With integrated spatial planning, development is not only focused on economic growth centers, but is also directed at potential areas that have not been optimally exploited so far.
According to Nusron, the investment of IDR 357.17 trillion generated from KKPR products is not just a number, but a clear indicator of the increasing confidence of business actors in the certainty of spatial planning in Indonesia.
"Investors are now no longer hesitant to invest because they see that transparency, predictability and cross-sectoral coordination are getting more solid. Everything starts from the certainty of space," he said.
The Golkar Party politician added that strengthening spatial planning also has a sustainability dimension. Each RDTR that is prepared not only regulates economic zoning, but also takes into account environmental aspects, the carrying capacity of natural resources and disaster mitigation.

Thus, spatial planning acts as a bridge between economic development and ecological sustainability.
"In Prabowo-Gibran's vision, development must touch all regions without sacrificing environmental balance. Therefore, we encourage spatial planning to become the main reference in all development, both at the central and regional levels," he said.
In the future, the Ministry of ATR/BPN will expand the synchronization of Spatial Planning between the center and the regions, accelerate the digitization of all RDTR documents and strengthen thematic spatial data so that they can be used across ministries and local governments.
This step is expected to strengthen national space governance efficiently, adaptively, and inclusively.
"The Ministry of ATR/BPN wants to ensure that every inch of land and space in Indonesia is used for the greatest prosperity of the people. Spatial planning is the key to orderly, fair and sustainable development," he concluded.
