Suharto's Dream To Be Realized Soon, The Trans Papua Road Project Is Confirmed To Continue
BEKASI - Minister of Public Works (PU) Dody Hanggodo ensured that the 50.14 kilometer Trans Papua Segmen Mamberamo (Elelim) Road project which became the dream of the 2nd President of the Republic of Indonesia, Suharto, continued.
"We will continue to run the Trans Papua (Road), the same as the New Autonomous Region (DOB)," said Dody when met by reporters after attending the Peak of the World Habitat Day and World City Day (HHD-HKD) 2025 at the Upper Medium People's School (SRMA) 13, Pangudi Luhur Bekasi Center, West Java, Monday, October 27.
Dody admitted that the project is the main target so that Papua can be connected. Thus, the people can be connected daily.
"But this welfare, right, must start with open talks. Then Trans Papua we will focus. Then also new growth in several provinces in Papua we will also immediately work on. So still, still (continue)," he said.
Even so, Dody admitted that he did not memorize the progress of the project construction.
The Trans Papua road is a strategic infrastructure designed to increase the accessibility of areas in the Papua Province of the Mountains.
This is an access link between Jayapura and Wamena to present equitable development in eastern Indonesia.
To note, PT Hutama Mambelim Trans Papua (HMTP) has started the construction of the Trans Papua Road Jayapura section Wamena Segmen Mamberamo Elelim for 50.14 km. It is estimated that the investment value for the project will reach Rp3.3 trillion.
HTMP occupies the position of the Implementing Business Entity (BUP) formed by the Consortium between PT Hutama Karya (Persero) or HK and PT Hutama Karya Infrastruktur (HKI) to build the Trans Papua road section. This strategic infrastructure is designed to improve regional accessibility in the Province of Papua Mountains.
Acting Director of HMTP Kun Hartawan Adi Satria said the construction of the Trans Papua Road was an effort to open geographical isolation which was a big challenge for people living in remote areas of Papua Province and forming a sustainable ecosystem, so as to connect people in the area.
As of August 2025, HMTP has carried out initial work in the form of cleaning and opening routes that will be used for road construction (Right of Way), traffic regulation per zone to field mapping using Building Information Modelling (BIM)-based technology.

In addition, excavation and hoarding have also been carried out to form a road, installing waterways (drainase) in priority areas, handling slopes by implementing geomats and concrete canvas as well as fulfilling the fulfillment of Road Performance Indicators (IKJ) during construction in 5 zones (STA 0 + 000-50+140).
"The construction of the Trans Papua Road requires strong support, collaboration and coordination from various parties. This is important to ensure that the construction process runs smoothly, on time and according to the completion target that has been set," said Kun Hartawan in a written statement, quoted on Tuesday, September 2.
The signing of the Government Cooperation Agreement with Business Entity (PPP) for the project was carried out on July 3, 2024 and was followed by the signing of the Sindication Financing Agreement on December 30, 2024. The maximum financing facilitation value was IDR 2.67 trillion and the total estimated investment value was IDR 3.3 trillion.
