DKI Provincial Government Susun Raperda Strengthens Air Pollution Control
The DKI Jakarta Provincial Government is drafting a new Regional Regulation to replace Regional Regulation Number 2 of 2005 concerning Air Pollution Control.
Head of the DKI Jakarta Environmental Agency (DLH), Asep Kuswanto, explained that this step is important to strengthen aspects of supervision, law enforcement, and protection of people's rights in maintaining air quality in Jakarta.
"We want to ensure that the environmental law monitoring and enforcement system in Jakarta runs more decisively, transparently, and integrated between local governments, law enforcement officials, and the community," Asep said in his statement, Saturday, October 25.
He added that this Raperda will regulate a more effective law enforcement mechanism, including a coordination model between institutions and the management of fines for environmental restoration activities.
According to him, the ultimate goal of the preparation of the Raperda is to create fair and fair air quality governance.

"With a stronger legal umbrella and consistent law enforcement, Jakarta's air quality is expected to continue to improve and support the realization of a healthy and sustainable city," he said.
Meanwhile, environmental surveillance practitioner, Bambang Pramudyanto, said that cross-sectoral collaboration is the key to the effectiveness of supervision and law enforcement in controlling air pollution.
He assessed that the role and responsibility of the Environment Agency and the Sub-Department in the DKI Jakarta area needed to be strengthened, considering that the current supervisory burden is not proportional to the many permits and environmental approvals that have been issued.
According to Bambang, increasing the budget allocation for surveillance operations, case handling, and investigation processes is also important so that environmental law enforcement runs more optimally.
He added that the Raperda that is being designed should also clearly regulate the synchronization between criminal provisions and administrative sanctions with the latest laws and regulations, the mechanism for internalizing the cost of controlling pollution, as well as ambient quality standards, standard emission quality of moving sources and not moving is attached to local regulations.
"In addition, the Governor's authority in evaluating environmental surveillance also needs to be clarified so that environmental governance in Jakarta is more effective and accountable," he explained.
