Bali DPRD Temporarily Closes Concrete Factory Violating Rules In Denpasar

The Special Committee for Asset and Licensing Spatial Planning (Pansus TRAP) of the Bali DPRD temporarily closed the operations of a concrete factory that violated the rules in the Ngurah Rai Bypass area, Denpasar.

"We are the special committee team, we are temporarily carrying out closing activities," said the Secretary of the Special Committee for TRAP of the Bali DPRD I Dewa Nyoman Rai, Thursday, October 23.

This closure began with a sudden inspection (sidak) of the council in the area, where from a distance on the white surface of the Tahura Ngurah Rai mangrove coast, a factory bearing the Three Wheel Cement logo was established.

After being investigated, the TRAP Special Committee found that there were two things that the company violated, namely the formation of a concrete factory or in the industrial category even though it was a trade and service zone based on Denpasar spatial planning, then lacking licensing, only limited to having a Business Identification Number (NIB).

"This factory has violated the area, zone, this is not an industrial zone but it was built, secondly, the registration of OSS only has wrong normative NIB on the legal side," said Dewa Rai.

This step taken by the Bali DPRD is to emphasize to business actors both foreign and domestic investment that building a business is not that easy, even in this case the village and the environment do not know menau.

"It should involve the village head, including the village head, the lowest neighborhood is not at all advised not to be included as if this OSS can build anywhere, this is a mistake, this is what happened in Indonesia, Bali in particular," said the member of Commission I of the Bali DPRD as reported by ANTARA.

After the concrete factory owned by PT PInir Beton was fitted with a pp pole line, the board asked related agencies in Denpasar, including factory owners, to come to the Bali DPRD Office for further questioning.

In addition to the issue of licensing further concerns from the TRAP Special Committee, it is about the construction of a factory that is opposite to mangroves and is suspected to be still a tofu area.

Meanwhile, Operational Person in Charge of PT Pionir Beton Yuli Suprianto said he would re-coordinate with his superiors because he did not understand licensing.

He only said that the factory that produced concrete from cement taken in Banyuwangi only operated last August 2025, he himself only arrived in Bali in July.

"If this is the center of PT Indocement, we are a subsidiary of Cement Tiga Roda, so this is for licensing to coordinate with the center so that later when we can reopen," he said.
