BPJS Kesehatan: Debris Arrears Don't Disrupt Cash Flow

JAKARTA - BPJS Kesehatan President Director Ali Ghufron Mukti stated that the policy to bleach participant arrears would not interfere with cash flow at the government's official health insurance agency.

"No, it won't interfere, as long as it's right on target. If it's not right on target it can interfere, but if it's right on target I don't think so," he said as quoted by ANTARA, Wednesday, October 22.

He explained that the bleaching of the arrears was carried out for BPJS participants who changed components, for example from independent participants who changed to Contribution Assistance Recipients (PBI).

"So bleaching is basically how for people who have used to change components, once said they are independent, then in arrears, even though they have moved to PBI, but still have arrears. Now, it is paid by the local government, for example (because it has become a PBI), but (on the system) it still has arrears, so the arrears are removed," he said.

However, Ghufron emphasized that this bleaching must be right on target, for example referring to the National Sole Social and Economic Data (DTSEN).

"Yes, of course, we hope that it is right on target, so he has a decile that is said to be included in DTSEN," he said.

He also emphasized that this bleaching should not be misused by participants by intentionally in arrears of dues.

"What is clear is that BPJS is called a state present, then the participants can access services, but they are not misused. People who can afford it don't keep paying, 'Wow, I'll wait for more bleaching' like that, no, that's not the case," he explained.

He emphasized that the bleaching of this arrears was really reserved for BPJS Kesehatan participants who were poor or poor.

Previously, the Minister of Finance, Purbaya Yudhi Sadive, prepared a budget of Rp. 20 trillion to remove the arrears of the Health Social Security Administering Agency (BPJS).

"Earlier, I asked for a budget of IDR 20 trillion, in accordance with the President's promise. It has been budgeted," he said.

Even though they have prepared a budget, Purbaya hopes that there will be improvements in governance by BPJS Kesehatan so that budget leaks can be prevented, one of which is by evaluating regulations that are no longer relevant.
