Special Committee For Discussing Raperda For Non-Smoking Areas In DKI, Golkar Faction Asks For Entertainment Places To Be Excluded

JAKARTA The discussion of the Draft Regional Regulation on Non-Smoking Areas (Raperda KTR) of DKI Jakarta is still continuing in the DKI DPRD.

One of the things discussed by the Special Committee (Pansus) of the Raperda KTR is articles that have drawn polemics in the community, ranging from banning cigarette sales to expanding smoke-free areas.

A member of the Special Committee from the Golkar faction, Sardy Wahab, assessed that this rule needs to be studied more deeply so as not to cause an economic impact for business actors. He even encouraged nightclubs not to be included in the area without smoking.

"Regarding the night entertainment, it is better, there is no need for KTR rules. Because the effect will later become many layoffs. On the other hand, our economy is neglected like this, don't make it complicated for the government to think about how it works," said Sardy at the DKI Jakarta DPRD Building, Tuesday, October 21.

In addition to nightclubs, Sardy also highlighted articles on the prohibition of selling cigarettes, such as a radius of 200 meters from educational units and children's playgrounds, to the expansion of the area without smoking to traditional markets and people's markets. He asked for the regulation to be relaxed so as not to harm small traders.

"We have to look at the situation and conditions, we have to study the phenomena in the field further. We have to think about the sustainability of the community, to traders. So don't just egoize us to solve this problem," he said.

The chairman of the Special Committee for the Jakarta KTR Raperda, Farah Savira, confirmed that his party had received aspirations from the Jakarta Entertainment Entrepreneurs Association (Asphija). One of the points proposed is the request that nightclubs are allowed to provide special spaces for smoking.

They want there to be a rule where there are exceptions in business places such as nightclubs to be able to keep smoking inside. Just come back again, we finally brought those aspirations into the meeting today so that in the future there will be no discussion of substance. However, the intention has been finalized, the finalization should only be editorial unless it was agreed by the forum to reopen," explained Farah.

Farah said that the results of the last discussion led to the provision of special smoking places (TKM) in a number of public areas, including public places, night entertainment, to integrated public spaces.

"So, we hope that we can prioritize places with open spaces, so it's not an indoor smoking form," he said.

Meanwhile, the expansion of the no-smoking area which originally covered shops, people's markets and traditional markets, said Farah, is likely to be included in the exemption list so that cigarette sales are still allowed in the area.

Currently, further discussions of the Raperda KTR will still be carried out until the Special Committee ensures that all articles receive a final agreement between the legislature and stakeholders.
