SpaceX Starbase Forms Self Voluntary Fire Unit

JAKARTA - SpaceX has secretly established a voluntary fire department to serve the sprawling Starbase launch and manufacturing complex. The move tightens the company's control over emergency handling at locations known for its rapid and sometimes explosive rocket development.

A formation certificate submitted to Texas State Secretary on June 30 showed the establishment of an entity called the Starbase Volunteer Fire Department (Starbase Volunteer Fire Department). The nonprofit listed its headquarters at 1 Rocket Road, Brownsville, which is SpaceX's main address.

Two of the three directors listed in the document are SpaceX employees: Cody Dye (Community Health and Safety Manager) and Kevin Bagnall (Internal Law Advisor). The certificate was signed by another SpaceX lawyer, Stephen Herndon.

Based on the filing, the organization will "help, promote, and provide the establishment of systems and facilities for the provision of public safety education, as well as fire prevention and extinguishing services."

Another new document posted by the Starbase city government on Tuesday evening, October 14, confirmed that the new volunteer fire department was founded by SpaceX employees.

The new city government plans to sign a contract with the department to "provide Fire Protection Services for everyone and property within the city limits." The agreement will last for three years before it needs to be updated.

Historically, SpaceX handled a fire in Starbase which recently merged into a city in Texas with a combination of a fire brigade and internal emergency response team as well as aid from the local fire department, such as the one in Brownsville.

It is not yet clear what impact this new volunteer fire department has on such external relations. At the time of publication, Cameron County has not responded to requests from the media.SpaceX, Brownsville Fire Department, and city officials of Starbase did not respond to requests for comment from the media

Not Regulated By Texas Fire Commission

It is also unclear whether the Starbase Volunteer Fire Department is connected to a 911 count delivery system. Since this is a voluntary fire department, it is not regulated by the Texas Commission on Fire Protection, which only has the authority to regulate the local government's fire service, said the head of the institution, Mike Wisko.

The new voluntary fire department was founded just months after Starbase officially joined as a city in Texas. This allows SpaceX and city officials Starbase, most of whom are current SpaceX employees or former to exercise more authority in the corner of Texas they occupy.

The company's city announced an agreement in September with Cameron County to take partial control of the coast near the launch complex. Starbase also installed gates in June to control public access to the city.

The formation of the new fire department coincided with the end of a separate arrangement: SpaceX funding for the fire position of the emergency fire patrol within Cameron County.

In a commissioner meeting on August 26, officials admitted that SpaceX had funded a fire marshal at the country's emergency management office. "There is a position funded through a service agreement with SpaceX. The contract is terminated," deputy administrator county Xavier Villarreal told commissioners.

He said the county was in the process of continuing funding the fire position of the marshal with a new partner, the developer of the Next Decade liquefied natural gas.

The duty of a fire marshal includes reviewing plans and inspecting buildings for fire safety compliance. SpaceX may fund the position, which Villarreal admits is "for inspection" and permission, to ensure counties can follow the increase in work as construction soars. Villarreal did not respond to requests for comment via email.

Starbase Takes Control Of Fire Code Supervision

Starbase is now handling fire code surveillance. The city has appointed two people from the same vendor for a review of the fire plan and inspection of the building, SAFEbuilt, for the task. Cliff Nevins was appointed as fire marshal and choicer as building officials.

Overall, the new volunteer fire department and the two appointments of SAFEbuild show that Starbase has internalized the fire code approval, using the vendor it appoints while diverting emergency response to organizations linked to the company.

This approach is different from the way the new city Starbase handles law enforcement. The company's city has set up a deal with Cameron County where the two sheriffs will patrol the Starbase per shift.

Starbase also has access to a prison count costing $100 per inmate per day. And in a document posted Tuesday, the city of Starbase agreed to look for other vendors for emergency medical services and fire case investigations.

This different approach made at least one local official shake his head. Responding to Starbase's termination of the Federal Fire funding agreement in an August meeting, a commissioner commented, "But they can't hire police officers? Interesting."

Limited Budget, Possibility Of Supporting SpaceX

The Starbase budget draft for the fiscal year 2026 only set aside 60,000 US dollars for the voluntary fire department, a simple amount compared to 1.3 million US dollars allocated for law enforcement contracts with a county. This gap suggests that SpaceX itself may well cover most of the costs for equipment and other expenses.

This change comes as SpaceX continues to expand its launch operations at Starbase. SpaceX's rapid prototype development approach has caused a number of fires and explosions at the facility.

In June 2025, following testing the company's Super Heavy booster fire, a malfunction triggered a dramatic fireball seen from the distance of the rims and caused nearby residents to panic to flood the local emergency call center. There were no reports of injuries.
