Ministry Of Transportation Affirms Handling Of ODOL Vehicles Can't Be Delayed Anymore

JAKARTA - The Over Dimension Over Load (ODOL) vehicle problem never ends and is often the trigger for traffic accidents. The Ministry of Transportation emphasized that the steps to handle vehicles with excess dimensions and cargo in Indonesia could no longer be postponed.

The Director General of Land Transportation of the Ministry of Transportation, Aan Suhanan, conveyed this affirmation when opening the National Working Conference (Mukernas) IV of the Land Transport Organization (Organda) for the 2025 period 2021-2026.

"The handling of ODOL in Indonesia cannot be postponed anymore, because this problem has had serious impacts in various aspects, ranging from traffic accidents that cause casualties, congestion, road infrastructure damage, decreased vehicle life, to increased air pollution," said Aan, quoted from his official statement, Wednesday, October 15.

According to Aan, the government is now becoming more assertive and systematic in eradicating ODOL practices that harm many parties. One of the strategic steps being taken is the preparation of the 2025'2029 ODOL National Action Plan (RAN), which is coordinated by the Coordinating Ministry for Infrastructure and Regional Development.

"This RAN involves nine comprehensive action plans, including regulatory deregulation as well as incentives and disincentives for business actors," he explained.

In addition, the government has also strengthened the implementation of the Public Transportation Company Safety Management System (SMK-PAU). As of June 2025, it was recorded that 220 companies had pocketed SMK-PAU certification, consisting of 142 freight transport companies and 78 people's transportation companies.

Digitalization steps are also continuously being boosted through the application of RFID technology-based Periodic Passing Evidence (BLUe). With an RFID sticker, vehicle data can be read quickly and accurately, so that the process of prosecution and supervision becomes more efficient.

"The BLUe system is also integrated with various parties such as MitraDarat, Ferizy, MyPertamina, Jasa Marga, Pelindo, and ETLE Korlantas Polri," said Aan.

It does not stop there, the Ministry of Transportation also optimizes the function of the Motor Vehicle Weighing Implementation Unit (UPPKB) or the Weight bridge. As of 2024, there are 89 UPPKBs that have been operating, and some of them are equipped with Weigh In Motion (WIM) technology to detect more loaded vehicles without having to stop.

Increased driver competence is also a serious concern. Through education and training programs (states) as well as Training of Trainers (TOT), the government is trying to ensure that public transport drivers are more professional and understand safety aspects. As of October 2025, 1,744 times the training and 110 times the TOT have been implemented in various regions.

2 ODOL Factors Difficult To Eradicate

The National Transportation Safety Committee (KNKT) said that there were two main factors that made the eradication of ODOL trucks not complete. Both factors are closely related to the national logistics structure and the freight transport rate system.

The first problem is that the backbone of our logistics supply chain system is wrong. Currently, around 98 percent of logistics still depend on road transportation. We have not used other modes such as trains or adequate ferry boats," said KNKT Senior Investigator Ahmad Wildan to reporters.

Apart from infrastructure, other challenges come from the freight transport tariff system which is considered not in favor of the feasibility of transportation operations.

"Then the second is the problem of freight transport rates, we have the bargaining in the hands of the owner of the goods so it is a bit difficult to control it. So the government must intervene here," he concluded.
