Due To Restitution, Neto Tax Revenue Drops 3.2 Percent Until September 2025

JAKARTA - The Ministry of Finance (Kemenkeu) noted that the realization of net tax revenues from January to September 2025 reached Rp1,295.28 trillion. This figure decreased by 3.2 percent when compared to the same period in 2024 of Rp1,354.86 trillion.

Deputy Minister of Finance Suahasil Nazara explained that this decline was due to the increase in tax restitutions given this year.

"This year's net figure is IDR 1,295.28 trillion, still below last year's net tax revenue rate, IDR 1,354.86 trillion. One of the reasons is that this year there has been an increase in tax restitution," he said at the KiTa State Budget Press Conference, Tuesday, October 14.

For information, tax restitution is a return on excess tax payments that should not be payable. This means that there are conditions where Taxpayers pay more than the amount that should be imposed.

Suahasil said that the circulation of money that occurred from this restitution is expected to contribute to national economic activity.

"This restitution also means that it is returned to the community, to the business world, taxpayers, so that money is circulated in the midst of the economy. We hope that with the money circulating, including those from tax restitutions that have helped our economic movement so far," he explained.

Although on an annual basis it has decreased, the realization of net tax revenues in September 2025 amounting to IDR 159.8 trillion shows an increase of around 1 percent compared to the previous month which amounted to IDR 145.4 trillion.

In detail, net tax revenues consist of several components, namely the Income Tax (PPh) of the Agency was recorded at IDR 215.10 trillion, down 9.4 percent compared to the previous year and the PPh of Personal People reached IDR 16.82 trillion, a significant increase of 39.8 percent.

For Value Added Tax (VAT) and Luxury Goods Sales Tax (PPnBM), the realization of revenue reached IDR 474.44 trillion, or decreased by 13.2 percent. Meanwhile, the Land and Building Tax (PBB) recorded a figure of IDR 19.50 trillion, an increase of 17.6 percent compared to the same period last year.

On the other hand, gross tax revenues, namely total receipts before deducting restitution, actually showed growth where until September 2025 reached Rp1,619.20 trillion, or higher than the same period in 2024 of Rp1,588.21 trillion.

"This is what we will continue to monitor and hopefully it will get back, the realization will be better and the gross realization will also increase," he said.

The details of gross receipts include corporate income tax of IDR 304.63 trillion, an increase of 6.0 percent, private income tax of IDR 16.90 trillion, an increase of 39.4 percent, VAT and PPnBM of IDR 702.20 trillion, a decrease of 3.2 percent, and the United Nations of IDR 19.69 trillion, an increase of 18.4 percent compared to the previous year.
