KPK Duga Bintang Perbowo Plans To Buy And Purchase JTTS Land Since Becoming President Director Of PT Wika

JAKARTA - The Corruption Eradication Commission (KPK) suspects that the plan to purchase land around the Trans Sumatra Toll Road (JTTS) has been carried out by Bintang Perbowo since he was still the President Director of PT Wijaya Karya (Wika).

This allegation was investigated from the examination of witness Neneng Rahmawati, a former PT Wika employee, at the KPK's Red and White Building, South Jakarta, Monday (13/10).

"Investigated regarding the allegations that the suspects had planned to buy and sell land since the suspect BP (Perbowo Star) was still at PT Wika," said KPK spokesman Budi Prasetyo to reporters, Tuesday (14/10).

Bintang Perbowo is known to have served as President Director of PT Wika for 10 years, from 2008 to 2018. He later became a suspect in this case while serving as President Director of PT Hutama Karya.

Other Witnesses Questioned About Land Sales

Apart from Neneng, KPK investigators also examined two other witnesses, namely private employee Andi Heriansyah and retired Achmad Yahya. Both investigators were questioned regarding the sale of land to PT Sanitarindo Tangsel Jaya (STJ), who had been named a corporate suspect.

Finally, investigators also studied land acquisition procedures in Hutama Karya as well as the results of the examination of the Integrity Assessment Survey (SPI) of PT Hutama Karya related to the procurement of JTTS land. This investigation was carried out by examining Subehi Anwar as the Staff of the Internal Supervisory Unit of PT Hutama Karya.

"The witness was investigated regarding land acquisition procedures at HK and the results of the SPI examination of PT HK related to the procurement of JTTS land," said Budi.

Suspects and State Losses

Previously, the KPK had detained Bintang Perbowo as the Head of the Business and Investment Development Division as well as the Head of the Land Procurement Team, and M. Rizal Sutjipto, President Director of PT Hutama Karya. The detention was carried out on August 6.

This case also ensnared Iskandar Zulkarnaen, the owner of PT STJ, and the corporation of PT STJ. However, the investigation into Iskandar was stopped because he died on August 8, 2024.

The case began in April 2018 after Bintang was appointed President Director of PT Hutama Karya. He is said to have immediately held a board of directors meeting and decided on a plot to buy land around JTTS.

Bintang then introduced his friend, Iskandar, to convey land ownership in Bakauheni and asked Iskandar to make an offer and seek land expansion from the community. Phase I payments for Bakauheni land were made in September 2018 amounting to Rp24.6 billion, although there were irregularities such as land acquisition that were not planned in the 2018 Company Budget Work Plan (RKAP).

As a result of the actions of the suspects, the state suffered a loss of Rp205.14 billion, based on the calculation of the Financial and Development Supervisory Agency (BPKP).
