DKI Wants To Issue Regional Bonds, Stafsus Pramono: To Be More Responsible

JAKARTA - DKI Jakarta Governor Pramono Anung plans to issue bonds or regional debt securities to increase regional income in the 2026 APBD.

The discourse on regional bonds emerged after the central government decided to cut the transfer funds in the form of profit-sharing funds (DBH) to Jakarta amounting to Rp15 trillion.

Deputy Coordinator of Special Staff for the Governor of DKI Jakarta Yustinus Prastowo explained that the reason the bonds were chosen by Pramono was a solution to cutting DBH was because at the same time he wanted the ranks of the DKI Provincial Government to be more responsible in managing regional finances.

"By issuing bonds, the regions can be more responsible. Because they do not just hope for regional transfers. Because they have to pay installments, principals, and interest, they must work productively, thus producing new financing sources," Prastowo told reporters, Saturday, October 11.

Moreover, Prastowo revealed that the issuance of debt securities was not a new discourse. Former DKI Jakarta Governor Fauzi Bowo had planned this.

"The bonds are not a new discourse. During Pak Fauzi Bowo's time, he wanted to go on a goal, it was a bond. Pak Jokowi became governor, it didn't happen. So, this went on," explained Prastowo.

Furthermore, Prastowo emphasized that the allocation of funds generated from bonds is not only intended to build infrastructure projects, but also public service expenditures and other investments.

" Bonds don't have to go directly to the project. Bonds can actually enter the APBD first," he said.

Pramono expressed this regional bond plan because of the 2026 APBD cuts due to the central government reducing transfer funds to Jakarta to Rp15 trillion.

Therefore, creative financing is indeed needed by the DKI Provincial Government to cover budget needs in work programs and development next year.

"With yesterday the DBH being reduced, of course, we have to find ways to get Jakarta's revenue, it can also be done," said Pramono, some time ago.

"If it is permitted by the central government, Jakarta will immediately prepare what I said yesterday in front of the Minister of Finance regarding two things, the Jakarta and Jakarta Collaboration Fund bonds," he added.
