Commission III Of The DPR Proposal For STNK And Digital BPKB In The Aftermath Of The Phenomenon 'Closed Nopol'

JAKARTA - Deputy Chairman of Commission III of the DPR, Dede Indra Permana Soediro, suggested that STNK and BPKB be packaged in digital form. This follows the rise of the phenomenon of vehicle police number (nopol) being closed to avoid electronic ticketing or e-TLE.

In addition to responding to the phenomenon of closing the police number in order to avoid electronic ticketing, digital STNK and BPKB also save the budget.

"Now instead of printing costs, this STNK, BPKB, it's better to make digital online. That's a much cheaper purchase," said Dede Indra, Friday, October 10.

Dede then gave an example of a land certificate in Indonesia which is now packaged in digital form. According to him, STNK and BPKB can also imitate this policy.

He also proposed additional barcodes on car plates and windshields to facilitate the detection of traffic violators.

"Yes, now the land certificate is done. Land certificates are online now. And that's more recorded. And if there is a barcode, yes, each car that has been registered with the police, there is a barcode, plus a sticker barcode. With the barcode, it can be detected later. You can't fake that number. It can't be faked," he explained.

In fact, said Dede Indra, China and the United States (US) have also implemented digital STNK and BPKB. For this reason, he assessed that this proposal needed further discussion in the DPR.

"Later on, the budget will be quite large. Yes, we will consult with other commission leaders. But this is my proposal," he said.

It is known, recently there has been a phenomenon of motorists trying to close the number plate allegedly to avoid electronic ticketing. Even so, Korlantas ensures that they can still do it if they are found to have violated traffic.

The Head of the Traffic Police Corps (Kakorlantas) of the National Police, Inspector General Agus Suryonugroho, explained that there are three ways to enforce the law. Among them are through electronic ticketing, manual ticketing, and law enforcement through warnings.

"(Law enforcement through) e-TLE 95 percent, we prioritize it, because we have to jump with digital conditions. The ticket is only 5 percent," said Inspector General Agus at the Korlantas Polri Field, Jalan MT Haryono, South Jakarta, Thursday, October 9.

"There is educative law enforcement, it is a warning. So for vehicles that are closed, we can also ticket later. How can e-TLE work there, but there are still tickets, there are still warnings," he continued.
