Ministry Of Finance Prepares Issuance Of Sum Bond Dim In The Fourth Quarter Of 2025
BOGOR - The Ministry of Finance (Kemenkeu) plans to issue a non-profit debt securities, namely the dim sum bond in the fourth quarter of 2025.
The Director General of Financing and Risk Management of the Ministry of Finance, Suminto, explained that the issuance plan is part of a strategy to diversify government financing instruments in 2025.
"Dim sum bond kita masih konsider di kuartal IV. Memang sekarang sudah masuk kuartal IV sih, tapi saya di constraint protokol di pasar modal, saya nggak boleh bicarakan dibitkan dim sum bond tanggal sebanyak, 20 Oktober misalnya. Makanya kenapa kami sampaikan normif karena secara aturan pasar modal tidak boleh," dalam acara Kupas Tuntas APBN 2026, dikutip Jumat, 10 Oktober.
Although the publication is planned at the end of this year, Suminto emphasized that the emission value will be adjusted to the needs of the state treasury.
"In the global market, we cannot specifically announce it, but we are still in the context of our issuance strategy in the fourth quarter," he said.
Previously, the government had issued global debt securities in Australian dollars (AUD) or known as Kangaroo Bond. The first transaction was carried out through the Australian Medium-Term Notes (AMTN) program on August 7, 2025.

The initial offer received a positive response from international investors, including from Australia-based investors, with total demand (orderbook) reaching around $8 billion.
The large interest of investors allows the government to set a more competitive final yield rate than the Initial Price Guidance, which is a 25-base point (bps) reduction for a 5-year tenor and 30 bps for a 10-year tenor.
Finally, the final spreadoffer is set on SQ ASW +90 bps for a 5 year tenor and SQ ASW + 135 bps for a 10-year tenor, respectively. That way, yield yields reach 4.427 percent for a 5 year tenor and 5.380 percent for a 10-year tenor.
