Cases Of Online Children's Sexual Exploitation Reach Millions, Komdigi Takes Firm Action

JAKARTA The Child's Sexual Exploitation Rate (CSE) continues to increase in Indonesia. In fact, the numbers are increasingly worrying so that the Ministry of Communication and Digital Affairs (Komdigi) is trying to overcome it.

Last year, Indonesia became the third country in the world with the most CSE cases. The number of recorded cases reached 1,450,403. Indonesia is also one of the countries with the largest number of online pornography cases in the world.

Deputy Minister of Komdigi, Nezar Patria, stated that this case continues to soar thanks to the sophistication of artificial intelligence (AI). This technology is used to quickly create and spread child sexual violence content.

"This is also widely used and many of our children have become victims and have a deep impact on the psychological condition of the victims," said Nezar, quoted from the Komdigi broadcast on Saturday, October 4, 2025.

This spike is also supported by Internet Watch Foundation (IWF) findings on the dark web. The IWF report noted that more than 3,500 AI content was uploaded in July 2024 on the illegal website. They also found more than 20,000 content in October 2023.

This data shows the urgency of managing content on the internet correctly, especially to protect children to teenagers. Therefore, Komdigi seeks to build a secure digital ecosystem.

"Komdigi is building a digital ecosystem that not only encourages creativity and learning, but also guarantees that every child is protected from the threat of the digital world," said Nezar.

There are several steps that the Government has taken so far. One of them is to make Government Regulation (PP) Number 17 of 2025 concerning Governance in the Implementation of Electronic Systems in Child Protection or known as PP TUNAS.

The government is also finalizing the National Artificial Intelligence (AI) Roadmap with human-based AI governance principles. In addition to regulations, Komdigi has also implemented a Content Moderation Compliance System or Security to tighten content supervision.

This effort is reinforced by the mobilization of digital literacy programs designed to be accessible to all levels of society. Both steps aim to strengthen defense from a technical and educational perspective.
