Rejecting The Decree Of The Ministry Of Law And Human Rights To Pass Mardiono As Chairman, Chairman Of The PPP Honorary Council: Legal Def

JAKARTA - Chairman of the Honorary Council of the United Development Party (PPP) Zarkasih Nur rejected the Decree (SK) of the Ministry of Law (Kemenkum) regarding the ratification of the PPP management for the 2025 '30 period with General Chair Muhamad Mardiono.

Zarkasih assessed that the decree was legally flawed. According to him, the decree signed by the Minister of Law Supratman Andi Agtas on Wednesday, October 1, 2025, was without going through the 8 points required by the Minister of Law and Human Rights of the Republic of Indonesia No. 34/2017.

In addition, according to Zar Kasih, Mardiono's management decree did not get the requirements for 6 points of Permenkumham 34/2017, namely: "The Certificate of Information is not in the Internal Dispute of Political Parties from the Political Party Court".

"We have confirmed to the Party Court led by Irfan Pulungan that they did not issue a letter for Mardiono's management," Zarkasih said in a written statement, Thursday, October 2.

Zarkasih also views that the Decree of the Ministry of Law and Human Rights which ratifies the management of PPP in Mardiono's hands ignores all the facts that occurred in the X PPP Congress.

"That there has never been an acclamation for Mardiono. What is there is an acclamation claim by the chairman of the Amir Uskara trial in the midst of the rain of interruptions against the floor, which resulted in Amir's escape from the trial arena," said Zarkasih.

"That, when the head of the Plenary Session summoned Mardiono to attend the trial arena, Ybs was not present even after being called many times," he continued.

According to him, the election of Mardiono as General Chair of PPP and Imam Fauzan Amir Uskara as Secretary General of PPP violated the entire process of implementing the X PPP Congress, as stipulated in the schedule and rules of the congress.

"Because the truth, he continued, is that carrying out the entire constitutional congress process is the congress that decided Agus Suparmanto as General Chair," said Zarkasih.

The rejection of the Indonesian Ministry of Law and Human Rights Decree regarding Mardiono's management is also considered to be contrary to the results of the Alim Ulama National Gathering at the KHAS Kempek Islamic Boarding School, Cirebon, West Java, September 8, 2025. During the meeting, Zarkasih said, all PPP scholars throughout Indonesia rejected Mardiono to continue his leadership at the 2025 PPP X Congress.

"That is why we will take political steps, administrative steps, and lawsuits if necessary for the Minister of Law and Human Rights to cancel the decree. The General Chairperson and Secretary General today October 2 have sent a letter of application for an audience and an objection letter to the Indonesian Minister of Law and Human Rights for the issuance of the decree," said Zarkasih.
