From Cawang To Kelapa Gading, Three Motorcycle Robbers Under The Guise Of Debt Collectors Successfully Arrested
JAKARTA - The Criminal Investigation Unit of the Kelapa Gading Police arrested a gang of eagle eyes (matel), another term from debt collectors, with the initials IF (23), YS (25) and F (30). These three people often act in the Kelapa Gading area, North Jakarta, although the three are known to be Cawang groups, East Jakarta.
"Three people are suspected of carrying out their actions several times in North Jakarta and Central Jakarta, approximately seven times according to the suspect's confession," said Kelapa Gading Police Chief, Kompol Seto Handoko Putra to reporters, Wednesday, October 1, 2025.
In the action, the three suspects obtained a database of two-wheeled vehicle number plates from their fellow eagle eyes from other groups.
"While still in the investigation stage whether the three are in the auspices of outsourcing or leasing. So, these suspects operate in only a few people, they are one gang," he said.
In addition, the three suspects also often look for random targets. Especially for motorcyclists who are "current", for example, school students, elderly motorists and motorists who are alone.
The Head of Criminal Investigation Unit of the Kelapa Gading Police, AKP Kiki Tanlim, said that the perpetrators did not always look for motorbikes that really had arrears, but targeted victims who were considered vulnerable or easily frightened by the perpetrators.

"When stopping the motorbike driven by the target or victim, even though the motorbike is not in arrears of payment, they stop the perpetrator and invite them to join them (the perpetrator's gang)," he said.
Furthermore, the victim's motorbike was controlled by one of the suspects and personal items such as smart key, the identity of the victim, ID card, driver's license, was held by another suspect who brought the motorbike.
"Later on in the middle of the road on the way, which he said headed to the leasing office, his smart key was dropped by the suspect. Then the victim was asked to take his personal belongings. When the victim got off, the motorbike was immediately taken away," said AKP Kiki.
The three suspects have different roles. Based on the suspect's initials IF, he acts as a motorcycle jockey.
The suspect's initials YS played a role in reprimanding the victim and saying that the victim's motorbike was having problems with installment arrears.
Meanwhile, suspect F played a role in taking the identity of the victim or the victim's belongings, then throwing them away so that the victim got off and the perpetrator brought the victim's motorbike.
"From the information we got, they have sold the motorbikes that they have managed to take before and they have distributed the proceeds," he said.
Crazy Matel with the mode of pulling a motorbike on this road has been in action for 1 year in North Jakarta and its surroundings.
"Their target, vulnerable victims such as school children, then alone and old people who are considered easy to fear or be intimidated by them," he said.
For their actions, the three suspects were charged with Article 378 of the Criminal Code regarding fraud with a maximum threat of 4 years in prison.
