Jabodebek LRT Debt To Adhi Karya Wants To Take Over KAI, Danantara Checks Scheme

JAKARTA - Badan Pengelola Investasi Daya Anagata Nusantara (BPI Danantara) buka suara terkait dengan sisa tunggakan utang pemerintah kepada PT Adhi Karya (Persero) Tbk pada proyek LRT Jabodebek senilai Rp2,2 triliun.

Chief Operating Officer (COO) Danantara Dony Oskaria mengaku akan meninjau terhadap rencana pengambilalihan utang proyek LRT Jabodebek tersebut.

Lebih lanjut, Dony menegaskan langkah tersebut tentunya untuk memastikan perbaikan pada seluruh kinerja keuangan BUMN.

“Nanti akan saya cek polanya, tentu harusnya skemanya harus proper ya, harus benar. Karena harus memastikan semua perusahaan menjadi sehat. Karena itu nanti saya cek untuk yang LRT tadi dengan Adhi Karya,” ujarnya saat ditemui di Graha Mandiri Jakarta, Senin, 29 September.

Sebelumnya, pembangunan Light Rail Transit (LRT) Jabodebek menyisakan utang ke PT Adhi Karya (Persero) Tbk sebesar Rp2,2 triliun. Rencananya, utang tersebut akan dibayarkan PT Kereta Api Indonesia (Persero) atau KAI sebagai pengelola LRT Jabodebek.

Direktur Adhi Karya Entus Asnawi mengatakan piutang pemerintah masih dalam proses. Meski begitu, dia mengaku telah mendapat penegasan dari Kementerian Keuangan terkait pembayaran piutang LRT Jabodebek akan dilakukan secara penuh oleh KAI.

“Proses sekarang ini kami sudah dapat penegasan dari Kementerian Keuangan pembayarannya itu nanti akan dilakukan melalui KAI. Baik misalnya dengan skema payment atau skema subsidi ke KAI-nya. KAI nanti ke Adhi Karya akan membayarkan secara penuh,” ujarnya dalam acara Public Expose Live secara virtual, Senin, 8 September.

Entus mengaku masih menunggu kajian untuk mendapatkan angka komersial pembayaran utang tersebut. Pencairan piutang tersebut akan membantu perseroan untuk menyelesaikan sejumlah kewajiban.

“Kalau manfaatnya tentu manfaat besar sekali kalau bisa cair ini. Setidaknya kita bisa menyelesaikan beberapa kewajiban-kewajiban yang ada yang di Adhi Karya,” ucapnya.

Meski begitu, Entus mengaku sejak 2024 lalu perseroan sudah utang ke supplier itu kurang lebih Rp4 triliun dan utang ke perbankan sekitar Rp2,4 triliun.

“Jadi cukup baik. Kalau ini (piutang LRT Jabodebek) cair, bisa lebih turun lagi. Ini bagian dari modal kerja yang akan kita gunakan ke depan. Juga ada beberapa proyek lain yang punya piutang besar yang sedang kita proses pencairannya,” ujarnya.

Entus mengatakan pembangunan LRT Jabodebek tahap pertama sepanjang 44 km awalnya didanai oleh pemerintah. Kemudian, perubahan peraturan presiden (Perpres) Nomor 98 Tahun 2015 dimana dana sebesar Rp23,3 triliun diberikan melalui PMN dari total nilai kontrak Rp25,5 triliun.

“Sampai dengan selesai pekerjaan ini menghabiskan Rp25,5 dan kami sudah dibayar Rp23,3, sehingga memang masih tersisa Rp2,2 triliun,” ucapnya.

Sementara itu, Direktur Keuangan Adhi Karya Bani Iqbal menargetkan, penyelesaian piutang yang melibatkan pemerintah tersebut dapat rampung pada akhir tahun ini.

Bani mengakui piutang terbesar persebaran berasal dari proyek pembangunan LRT Jabodebek.

“Piutang terbesar saat ini adalah piutang dari LRT yang masih dalam proses diskusi dengan KAI, Kemenkeu, dan juga Danantara untuk penyelesaiannya. Targetnya bisa selesai secepat-cepatnya akhir tahun ini,” ucap Bani.

JAKARTA - The Anagata Nusantara Power Investment Management Agency (BPI Danantara) has opened its voice regarding the remaining arrears of government debt to PT Adhi Karya (Persero) Tbk on the Jabodebek LRT project worth IDR 2.2 trillion.

Danantara Chief Operating Officer (COO) Dony Oskaria admitted that he would review the plan to take over the debt of the Jabodebek LRT project.

Furthermore, Dony emphasized that this step is of course to ensure improvements in all BUMN financial performance.

"I'll check the pattern later, of course the scheme should be proper, yes, it must be right. Because I have to make sure all companies are healthy. That's why I'll check with the LRT earlier with Adhi Karya," he said when met at Graha Mandiri Jakarta, Monday, September 29.

Previously, the construction of the Jabodebek Light Rail Transit (LRT) left a debt to PT Adhi Karya (Persero) Tbk of IDR 2.2 trillion. The plan is that the debt will be paid by PT Kereta Api Indonesia (Persero) or KAI as the manager of the Jabodebek LRT.

Director Adhi Karya Entus Asnawi said the government's receivables were still in process. Even so, he admitted that he had received confirmation from the Ministry of Finance regarding the payment of the Jabodebek LRT receivables which would be made in full by KAI.

"The current process we have received confirmation from the Ministry of Finance that the payment will be carried out through KAI. Either with a payment scheme or a subsidy scheme to the KAI. KAI will later go to Adhi Karya to pay in full," he said at a virtual Public Expose Live event, Monday, September 8.

Entus admitted that he was still waiting for a study to get the commercial figures for paying the debt. The disbursement of the receivable will help the company to complete a number of obligations.

"If the benefits are of course very beneficial if it can be disbursed. At least we can complete some of the obligations that exist in Adhi Karya," he said.

Even so, Entus admitted that since 2024, the company has debts to suppliers of approximately IDR 4 trillion and debts to banks are around IDR 2.4 trillion.

"So it's quite good. If this (LRT Jabodebek receivables) is liquid, it can go down even more. This is part of the working capital that we will use in the future. There are also several other projects that have large receivables that we are currently processing for disbursement," he said.

Entus said the construction of the first phase of the Jabodebek LRT along 44 km was initially funded by the government. Then, the change in Presidential Regulation (Perpres) Number 98 of 2015 where funds amounted to Rp. 23.3 trillion were given through PMN from the total contract value of Rp. 25.5 trillion.

"Until the completion of this work, we have spent Rp. 25.5 and we have been paid Rp. 23.3, so that there is still Rp. 2.2 trillion left," he said.

Sementara itu, Direktur Keuangan Adhi Karya Bani Iqbal menargetkan, penyelesaian piutang yang melibatkan pemerintah tersebut dapat rampung pada akhir tahun ini.

Meanwhile, Finance Director Adhi Karya Bani Iqbal targets that the settlement of the receivables involving the government can be completed by the end of this year.

Bani admitted that the largest debt for the distribution came from the Jabodebek LRT development project.

The largest debt currently is receivables from the LRT which are still in the process of being discussed with KAI, the Ministry of Finance, and also the Danantara for completion. The target can be completed as soon as the end of this year," said Bani.
