Purbaya Reveals Implementation Of E-Commerce Tax Scheme Postponed, Waiting For Improved Purchasing Power
Minister of Finance Purbaya Yudhi Sadive stated that the implementation of a new scheme related to tax levies to be carried out in e-commerce or online trading would still be postponed until the condition of people's purchasing power showed improvement.
Purbaya revealed that technically, the system for the new tax scheme is actually ready for use.
"We are testing the system. It can be taken, the money can be taken, some have been taken, so the system is ready," he said in a media briefing, Friday, September 26.
However, he said that the government had placed Rp200 trillion in funds into the national banking system and was optimistic that this step would provide a positive stimulus for economic growth.
"But I see this, this was just a commotion yesterday. We'll just have to wait, at least until the policy, IDR 200 trillion, the policy to encourage the economy will start to see the impact. Then we will think about it later," he explained.
He emphasized that if the economic condition and people's purchasing power improve, the tax levy scheme that will be carried out by e-commerce can be implemented immediately.
"But what is clear is that the system is ready now," he said.
"So we don't bother with purchasing power before the economic push enters the economic system," he added.

For information, the provisions regarding the new tax collection scheme for e-commerce are regulated in the Minister of Finance Regulation (PMK) Number 37 of 2025. This regulation was signed on June 11, 2025 and comes into effect since it was promulgated on July 14, 2025.
In Article 8 paragraph (1) of PMK, it is explained that business actors will be subject to Income Tax (PPh) Article 22 of 0.5 percent of the total annual gross turnover obtained.
Meanwhile, this tax is separate from the obligation of Value Added Tax (VAT) and Sales Tax on Luxury Goods (PPnBM).
The PPh Article 22 collection will later be carried out by online trading platforms classified as Trade Organizers Through Electronic Systems (PMSE), such as Shopee, Tokopedia, and other platforms that have been established by the Ministry of Finance.
