Government Appoints PLN As Electric Import Export Manager

JAKARTA - The government has issued a regulation that stipulates PT PLN (Persero) as an aggregator for exports of electricity imports between countries.

This is stated in Government Regulation (PP) Number 40 of 2025 concerning National Energy Policy (KEN) and signed by President Prabowo Subianto on September 15, 2025.

Dalam beleid itu disebutkan, ekspor impor listrik dilakukan dalam rangka mengamankan penyediaan energi dalam jangka panjang.

Meanwhile, cross-border electricity exports can be carried out with the aim of increasing efficiency, reliability, and security of energy supply by prioritizing meeting local electricity needs in order to realize an increase in the national economy.

"Imports of energy sources in the form of state electricity can be carried out with the aim of increasing efficiency, reliability and security of energy supply with the consideration that there is no infrastructure," reads Article 26 paragraph 2, quoted Friday, September 26.

Sementara pada ayat 3 disebutkan jika ekspor dan impor listrik dilakukan oleh perusaha listrik milik negara pengekspor atau pengimpor atau entitas bisnis yang ditunjuk mewakili negara pengekspor atau pengimpor.

Adapun ekspor dan impor sumber energi yang dimaksud dapat dilakukan dengan transaksi penukaran (swap).

Meanwhile, paragraph 3 states that if exports and imports of electricity are carried out by electricity companies belonging to exporting or importing or business entities appointed to represent exporting or importing countries.

The exports and imports of the energy source in question can be made by exchange transactions (swap).
