Ministry Of SOEs Drops Its Status As A Body, Observer: No More Relevant, Should Be Disbanded
JAKARTA - BUMN observer and NEXT Indonesia Center Director, Herry Gunawan, assessed that the decline in the status of the Ministry of SOEs to become a body had no benefits.
According to him, the government should dissolve the ministry.
Moreover, continued Herry, the existence of the Ministry of SOEs was irrelevant after the presence of the Danantara Investment Management Agency (BPI).
"The existence of the Ministry of SOEs, even though it was lowered to a body, is no longer relevant after the presence of the Danantara. Therefore, the Ministry of SOEs should be disbanded," Herry told VOI, Wednesday, September 24.
According to Herry, legally the status of SOEs has changed through Law Number 1 of 2025. In this regulation, SOEs are no longer separated state assets, but private institutions.
"Thus, those that apply to the current BUMN rules should be the same as other private corporations. For this reason, regulations from the Ministry of SOEs are no longer needed," he said.
Furthermore, Herry mentioned the best practices from other countries. Singapore, for example, which has the Temasek sovereign wealth fund (SWF), is able to contribute greatly to state revenue without the need for a special ministry for SOEs. Malaysia, through Khazanah, is able to show similar performance.
"Let Danantara work with a scenario that has been made in increasing state investment and SOE management. Do not let the presence of a new institution that will feel as if it are above BUMN," said Herry.
Previously, Minister of State Secretary (Mensesneg) Prasetyo Hadi said there was an opportunity for the Ministry of SOEs to drop its status to a body, along with the operational functions of state-owned companies that were mostly handled by BPI Danantara.
"There is a possibility that the ministry may want us to lower its status to an agency. There is a possibility like that," said Prasetyo at the DPR Building, Parliament Complex, Jakarta, Tuesday, September 23.
Prasetyo said, certainty about this matter will be determined through the discussion of the Fourth Amendment Bill on Law Number 19 of 2003 concerning BUMN with Commission VI of the DPR RI.
When asked further about the term agency, Prasetyo suggested waiting. Because, he said it would be discussed further later.
"Wait a minute. Wait for us to discuss it," he said.

Prasetyo said the bill would discuss the best options for the Ministry of SOEs in the future.
This includes the fate of the state civil servants (ASN) in the ministry.
"If there are consequences or implications for the example mentioned earlier, now those who have served in the Ministry of SOEs are part of what we will think later," he said.
