ODOL Trucks Enter Toll Roads, Minister Of Public Works: Accelerate Road Damage
JAKARTA - Minister of Public Works (PU) Dody Hanggodo admitted that there are still many obese vehicles or over-dimension overloading (ODOL) is a challenge in the implementation of toll road fulfillment for road users.
This was conveyed by Dody in a Working Meeting with Commission V of the DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, September 24.
Dody explained, based on data from Jasa Marga's monitoring in 2024, it showed that about 19.27 percent of non-group I vehicles were detected overloaded.
Meanwhile, Hutama Karya reported that throughout 2023-2024, vehicles were detected to be overloaded reaching 5.5 percent for class II, 41.8 percent for class III, 28.5 percent for class IV and 26.1 percent for group V.
"The main impact of ODOL vehicles on the road is to speed up road damage," said Dody.
In addition, other impacts from ODOL vehicles can increase travel time, increase maintenance costs, increase the risk of accidents and exacerbate air pollution.
On the other hand, Dody said, there are still several toll road business entities (BUJT) with the realization of traffic volume or traffic much lower than those assumed in the toll road business agreement (PPJT).
"As a result, toll revenue was not achieved and BUJT had difficulty financing its maintenance. Thus, the fulfillment of SPM (Minist Service Standard) cannot be optimal," he said.

Namun, pihaknya juga melakukan strategi-strategi tidak lanjut untuk mengatasi hal tersebut dengan melibatkan tim independen dalam rangka evaluasi penilaian pemenuhan standar pelayanan minimal di jalan tol, berkoordinasi dengan Komite Penyusunan Standar Penilaian Indonesia (KPSPI) dan Masyarakat Profesi Penilaian Indonesia (MAPI).
Sementara dari sisi regulasi, pihaknya berupaya melakukan penguatan regulasi dengan tidak lanjut berupa Penyusunan Rencangan Peraturan Menteri Pekerjaan Umum (Permen PU) tentang SPM Jalan Tol sesuai Ketentuan PP No. 23 Tahun 2024.
"Ini ditargetkan selambat-lambatnya Desember 2025 sudah bisa rampung dan bisa kami aktifkan untuk mengukur tentang SPM (jalan tol)," terang Dody.
