Without State Money! KCN Port Project Can Move The National Economy!

JAKARTA - The Marunda Port development project through cooperation between SOEs and the private sector which is manifested in the PT Karya Citra Nusantara (KCN) entity continues to show positive progress.

This project has received legal assistance, sea space licensing, port concessions, and support from various relevant agencies such as the Indonesian Attorney General's Office, the Ministry of Maritime Affairs and Fisheries (KKP), the Office of Harbormaster and Port Authority (KSOP), to the Provincial Government of DKI Jakarta.

The representative of the Attorney General's Office, Mrs. Iren, explained that since 2021, the Attorney General's Office has been assigned by the Ministry of SOEs to assist the legal aspects of this national strategic project. One of the important roles of the AGO is to resolve the dispute between PT Kawasan Berikat Nusantara (KBN) as a state-owned state-owned land owner and the private sector, namely PT KTU. This dispute was finally resolved through a mediation process facilitated by the AGO.

The legal assistance provided also includes the preparation of concession contracts, completion of AMDAL documents, and legality of cooperation through the Director General of AHU at the Ministry of Law and Human Rights. "To our knowledge, all legal issues until 2023 have been resolved," said Iren.

Meanwhile, representatives of the Ministry of Maritime Affairs and Fisheries (KKP), Mr. Fajar, explained that PT KCN has obtained Approval for the Compensation of Marine Spatial Utilization Activities (PKKPRL) in 2023. The process has passed a number of stages, ranging from registration at OSS to technical assessment and adjustment of the area. From the initial application of 218 hectares, only 198 hectares were approved, with a reclamation limited to 82 hectares.

The KKP emphasizes that KCN as the holder of PKKPRL has 16 main obligations, including maintaining marine ecosystems, minimizing social conflicts, and paying attention to coastal communities, especially fishing communities.

The head of KSOP Class II Marunda, Agus Hariyanto, ensured that all legal aspects of port licensing had been fulfilled by PT KCN. Port concessions have been signed since 2016 and updated via addendum in 2024. Concession is given for 70 years, and all permits including KKPRL and dredge and reclamation work permits are complete," he said.

He also emphasized that the Port of KCN acts as a direct support for Tanjung Priok Port, which has now reached its capacity limit. KCN is expected to support the smooth running of national logistics, especially the Jabodetabek area.

President Director of PT KCN, Widodo, emphasized that the Marunda Port project is a government and private cooperation project (KPBU) that is completely without APBN/APBD funds, and has the main goal of supporting the public interest.

With the progress of the construction that has reached 70%, this project includes three piers and breakwaters as protection against sea waves. Widodo emphasized that the issue of a concrete embankment' that had developed was part of the port structure, not a barrier to fishing access.

Widodo also explained the corporate social responsibility (CSR) of KCN, including in the fields of education, health, and environmental conservation. "We have planted 1.5 km of mangroves and targeted 4 km of planting along the NPEA toll road access adjacent to our project," he explained.

Regarding the fishing community, KCN proposes the establishment of an integrated fishing-friendly area, including a fish auction site (TPI) and a special small boat dock. In fact, the company has mapped 800 meters of special access for fishermen so that they can still go to sea without being disturbed by port activity.

The Marunda Port project is now an example of a real synergy between the government and the private sector in realizing modern maritime infrastructure. Not only answering national logistics needs, this project also shows its commitment to environmental conservation and empowerment of coastal communities.

With strong legal assistance, complete licensing, and multi-sector collaboration, Marunda Port is expected to become an important pillar in Indonesia's logistics system while strengthening national maritime sovereignty.
