KKP Ensures Concrete Sea Pagal In Cilincing Is Not Part Of The Giant Sea Wall Program
JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) has confirmed that the concrete embankment in the Cilincing Sea, North Jakarta, is not part of the Giant Sea Sea Wall (Giant Sea Wall) project but a reclamation project owned by PT Karya Citra Nusantara (KCN) for public ports.
"This is in our context, not the Giant Sea Wall sea wall, but the sea wall of KCN," said Director of Marine Spatial Planning Control of the Directorate General of Marine Management and Marine Space of the KKP Fajar Kurniawan in the clarification of the Central Government and PT Karya Citra Nusantara (KCN) in connection with concrete embankments in Cilincing waters, Marunda and the impact on fishermen in North Jakarta, Friday.
The construction of a concrete embankment in the Cilincing area, North Jakarta, was widely discussed on social media because it was referred to as a sea embankment.
The KKP has officially issued a permit for the approval of suitability of sea space utilization activities (PKKPRL) for PT KCN with the allocation of public port construction in Cilincing, North Jakarta in 2023.
Therefore, Fajar emphasized the importance of socializing PT KCN's plans for activities to the surrounding community so as not to cause misunderstandings or rejections in the future.
According to Fajar, although there is a good intention, it is not necessarily well received if it is not accompanied by open communication to parties directly affected.
"What is related to this socialization, later Pak Widodo will answer whether it has been done or not. But if not, maybe I will push it. Because the good intentions are not necessarily well received by many parties," he said.
He encouraged KCN to immediately conduct socialization, so that the public would not be surprised by the construction of public ports and reclamation, so as to minimize the potential for growing misperceptions.
According to Fajar, intensive communication with coastal communities is an important step because the success of the project is not only determined by technical aspects, but also social acceptance from local residents.
"So if not, Mr. Widodo (President Director of PT KCN Widodo Setiadi) may be the time to socialize plans for activities to the surrounding community so that they are not surprised and then become misperceptions," said Fajar.
Di tempat yang sama, Direktur Utama PT Karya Citra Nusantara (KCN) Widodo Setiadi mengklaim sudah melakukan sosialisasi kepada warga setempat terkait pembangunan port tersebut.
"Well, the question is whether we have carried out the socialization? Of course we did," said Widodo.
He admitted that he had been conducting socialization since 2007, even Widodo said that his party had received the support of the All-Indonesian Fishermen Association for the project.
"Well, now it has been realized, that was before. Because we started building in 2010," he said.

He said, until now, the progress of the port construction has reached 70 percent, with the first pier (mermaga) almost complete, the second pier is targeted for completion by 2025, and the third pier is planned to be completed in 2026. However, in the third pier, it became a hot topic of discussion because of the concrete structure.
"In pier three, which is now crowded, the issue is that there is a concrete embankment, if we look at it, the 'breakwater' is part of the construction of the port," he said again.
