Check Kapusdatin BP Haji, KPK Explores Facts On The Special Hajj Quota Of 20 Thousand Pilgrims In 2024
JAKARTA - The Corruption Eradication Commission (KPK) is investigating a number of facts regarding the departure of pilgrims in 2024 which uses 20,000 special quotas from the Saudi Arabian government. This step was taken by examining Moh. Hasan Afandi, who serves as Head of the 2024-present BP Hajj Data and Information Center.
This examination was carried out at the KPK's Red and White building, Kuningan Persada, South Jakarta on Thursday, September 11. KPK spokesman Budi Prasetyo said investigators for alleged corruption in quotas and the implementation of Hajj in 2023-2024 at the Ministry of Religion wanted to get a complete picture of the departure of the congregation.
"We certainly want to see the facts of the pilgrims departing. For example, how many factuals, as well as how many regular ones, which are from special, because it comes from the splitting of the additional quota," Budi told reporters quoted on Friday, September 12.
In addition, investigators also want to explore the congregation who initially departed with a furoda but moved with a special hajj quota.
"Including the facts in the field, there are some who, for example, have bought for furoda Hajj, but then when leaving, it turns out that they use a special hajj quota. Well, then we will also explore how the facilities are there," said Budi.
The confession regarding the transfer of the Hajj visa was conveyed by the preacher and owner of Uhud Tour, Khalid Zeed Abdullah or Khalid Basalamah after undergoing examination on Tuesday, September 9. He admitted that he would leave using a furoda visa.
However, Khalid and hundreds of his congregation actually departed with a special pilgrimage resulting from the distribution of the Decree of the Minister of Religion which was signed by Yaqut Cholil Qoumas. This transition was because he received an offer from Ibnu Mas'ud who was a Commissioner of PT Muhibbah Mulia Wisata.
Previously reported, the KPK has issued a general investigation warrant (sprindik) for alleged corruption in the addition of quotas and the implementation of Hajj in 2023-2024. This institution reasoned that the issuance was carried out so that they could make forced efforts.
The general Sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2021 in conjunction with Article 55 paragraph 1 of the Criminal Code. This means that there are state losses that occur due to this corrupt practice.
State losses in the corruption case of quota and Hajj for the period 2023-2024 are said to have reached more than IDR 1 trillion. This amount is still increasing because it is only the initial calculation of the KPK which continues to coordinate with the Supreme Audit Agency (BPK).
This case began with the provision of 20,000 additional Hajj quotas from the Saudi Arabian government for Indonesia to reduce queues for pilgrims. However, the distribution turned out to be problematic because it was divided equally, namely 50 percent for regular Hajj and 50 percent for special Hajj.

In fact, based on the law, the distribution should be 92 percent for regular Hajj and 8 percent for special Hajj.
Later, the distribution of problems was allegedly due to money from the Hajj and Umrah travel parties as well as the associations that oversee the Ministry of Religion. After getting the allotment, they sold the additional quota to prospective pilgrims.
