Police In Kendari Who Issued SKCK For DPO Murder Cases Are Demotional

The Southeast Sulawesi Regional Police stated that one Wakatobi Police member Aiptu S was sentenced to a demotion following the issuance of a Police Records Certificate (SKCK) for the DPO for the murder of a child who is now a member of the Wakatobi Regency DPRD named Litao.

Head of Public Relations of the Southeast Sulawesi Regional Police, Kombes Iis Kristian, said the Southeast Sulawesi Regional Police had formed an audit team to handle the 2014 murder case in Wakatobi Regency, involving local DPRD members.

From the results of the audit, the Southeast Sulawesi Regional Police issued two recommendations, namely to handle cases of wanted persons (DPO) or criminal cases transferred to the General Criminal Investigation Directorate.

Meanwhile, the issuance of the SKCK on behalf of Litao has also been concluded that there was negligence so that one personnel was given a sanction in the form of demotion.

"And the recommendation has been followed up by conducting examinations to the determination of the suspect, summons (to Litao) has also been made. Then other recommendations, in terms of the issuance of SKCK, have been found and have been followed up," he said when met in Kendari, Antara, Thursday, September 11.

He explained that in the issuance of the SKCK there was an SOP in accordance with Perpol 6 of 2023, namely when there were SKCK applicants in the Police Intelligence Unit, they had to coordinate with the Traffic Unit, the Narcotics Unit, and the Criminal Investigation Unit to check whether the applicant was involved in a criminal act or not.

However, in the process of issuing the SKCK, Aiptu S did not include Litao's actions, who was a suspect in a murder case in 2014. In fact, at that time, Litao's status had entered the DPO.

"Well, there was negligence in the findings that did not include. The officer at the Criminal Investigation Unit did not provide information that the applicant was included in the DPO. The negligence did not see the register," he said.

For this act or negligence, Aiptu S was sentenced to three years of demonstration at the North Buton Police. In addition, Aiptu S was also canceled to attend officer education

"This has been done as a result or consequence, he should have attended the officer's education," he explained.

Previously, the Directorate of General Criminal Investigation of the Southeast Sulawesi Regional Police named a member of the Wakatobi Regency DPRD named Litao alias La Lita as a suspect in a murder case that occurred in 2014.

The Head of Public Relations of the Southeast Sulawesi Regional Police, Police Commissioner Iis Kristian, confirmed the determination of a member of the Wakatobi DPRD as a suspect and investigators immediately summoned Litao to be questioned as a suspect.

"Yes, that's right, the person concerned has been named a suspect. We will make a summons and further processing will be in accordance with applicable legal provisions," he said.

The determination of the suspect was also stated in a letter of determination of the suspect issued by the Southeast Sulawesi Regional Police numbered Tap/126/VIII/RES.1.7/2025.

The attorney for the family of the murder victim from the Wa Ode Nur Zainab & Partners Legal Office, La Ode Muhammad Sofyan Nurhasan, welcomed the police's move to determine the Wakatobi DPRD member as a suspect in the 2014 murder case.

According to him, the determination of the suspect is a new hope for the families of the victims who have sought justice to punish their children 11 years ago.

"We welcome the determination of the suspect by the Southeast Sulawesi Regional Police, even though he has been designated as a DPO since 2014. Regarding accusations of politicization, it is refuted by itself because of the fact that the perpetrator has been named a suspect since 2014," explained Muhammad Sofyan.

After the 2014 murder, Litao fled to avoid the legal process. The protracted investigation made Litao on the Wakatobi Police wanted list (DPO).

However, after that, Litao was able to qualify as a legislative candidate in the 2024 General Election and was elected until he was appointed as a member of the Wakatobi Regency DPRD on October 1, 2024.
