East Jakarta Metro Police And KPAI Agree To Implement UUPA For 4 Child Suspects To Carry Out Damage

JAKARTA - Of the 14 suspects in the case of assault and arson of the Resort Police and a number of police in East Jakarta, 4 of them are minors.

Commissioner of the Indonesian Child Protection Commission (KPAI), Kawiyan said, his party together with the East Jakarta Metro Police agreed to enact the Child Protection Law (UUPA) and the Child Criminal Justice System Law (UU SPPA) in handling 4 children who are in conflict with the law (ABH).

According to him, in accordance with Article 1 Paragraph 2 of the SPPA Law, ABH includes children who are in conflict with the law, children who are victims of criminal acts, and children who are witnesses to criminal acts.

And as stated in Article 1 Paragraph 3 of the SPPA Law, it is a child who is 12 years old but not 18 years old who commits a criminal act.

"4 ABH are children who are in conflict with the law because they are involved in acts of vandalism," he said in an official statement received on Tuesday, September 9, 2025.

Furthermore, Kawiyan said, the PA Law guarantees ABH to be treated humanely by taking into account the needs of his age.

"Separated from adult suspects, obtaining legal assistance, free from torture, avoidance from publication, still getting educational rights, health services, accompanied by parents or guardians, and recreational activities. The regulation is explicitly contained in Article 64 of the PA Law," he said.

During the legal process, the 4 ABHs have been entrusted to the Handayani Center belonging to the Ministry of Social Affairs in Cipayung, East Jakarta, and to the Pangudi Luhur Center, Bekasi.

"At that center, the 4 ABHs will still get their rights as children," he said.

Kawiyan hopes that their legal process and handling while in an orphanage or center will adhere to the best interests of children.

"Because they still have a future to guide, educate, and rehabilitate, not be punished," he said.
