"Residents Take Care Of Residents", Tito Orders Echelon I To Monitor Siskamling In Regions

JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian ordered the ranks of echelon I officials of the Ministry of Home Affairs (Kemendagri) to directly monitor the implementation of environmental security systems (Siskamling) in various regions.

The Minister of Home Affairs' order is contained in the Circular Letter (SE) of the Minister of Home Affairs Number 300.1.4/e.1/BAK dated September 3, 2025 regarding the increasing role of Satlinmas related to the implementation of public peace, public order and public protection (trantibumlinmas) which is conducive in the regions.

The SE of the Minister of Home Affairs contains at least three main things, namely increasing the role of Satlinmas in maintaining public peace and order, increasing early vigilance of RT/RW by activating Siskamling and post patrols, as well as a digital-based reporting mechanism through the Community Protection Management Information System (SIM Linmas).

"According to the direction of the Minister of Home Affairs, the implementation of this SE must be implemented by prioritizing the participation and participation of the community at large, the forum is Satlinmas and the instrument is Siskamling," said Director General of Regional Administration Development (Adwil) Safrizal Zakaria Ali quoted by ANTARA, Tuesday 9 September.

Siskamling or the mobile security system in the past was closely related to the participation of the community in maintaining trantibumlinmas. In addition to being effective and efficient, the participation of the community is considered very relevant today to actualize netizens community to ward off hoaxes and digital provocations.

"The spirit of this SE must of course receive attention from the Regional Head, both the Governor and the Regent/Mayor along with all levels of Regional Heads in their implementation, because regional conducive stability and atmosphere are the foundations for conducive national stability and conditions so it is deemed necessary to deploy the Echelon I team of the Ministry of Home Affairs specifically monitoring," he said.

The implementation of the SE is in accordance with the direction of the Minister of Home Affairs which emphasizes that regional heads are the closest figures to the community and are nodes in the implementation of peace, public order, and public protection (trantibumlinmas) in their capacity as Chairman of Forkopimda.

"By direct monitoring by the Echelon I ranks of the Ministry of Home Affairs, the implementation of this Circular Letter can be coordinated optimally by involving elements of the regional government, Forkopimda and the wider community later so that it can be carried out concretely," said Safrizal.
