A Total Of 13 Cooperatives In NTB Apply For People's Mining Permits

JAKARTA - The Department of Energy and Mineral Resources (ESDM) of West Nusa Tenggara (NTB) noted that 13 cooperatives in this area had applied for a People's Mining Permit (IPR).

"There are 13 cooperatives that are already in the submission process, either through an electronically integrated business licensing system or Online Single Submission (OSS) or done manually," said Head of Mineral and Coal Division of the NTBIwan Province Energy and Mineral Service, Setiawan, in Mataram, Friday.

He mentioned that the 13 cooperatives that had submitted IPR were spread across a number of areas in NTB, including West Lombok, Sumbawa, Dompu, and Bima Regencies.

"One cooperative of one IPR and 13 cooperatives is in the process of all of them," he also said.

Iwan said that even though he had taken care of the IPR, none of the dozens of cooperatives had been given permission to carry out mining activities.

"Indeed, permits are being processed, but nothing is 'clear' for mining," said Iwan Setiawan.

"So, this is still in the process of obtaining permits. Because there are many, for example UKL-UPL environmental documents, management arrangements to post-mining reclamation documents," he said again.

Ask which agency may issue the permit. Iwan emphasized that it depends on each document submitted. For example, the environmental permit is issued by the NTB Environment and Forestry Service (DLHK).

Meanwhile, from ESDM prepared a post-mining reclamation document. Meanwhile, for IPR contributions at the Regional Revenue Management Agency (Bapenda).

"Regarding this contribution, it is being revised through the Regional Tax Regulation (Perda) and Regional Retribution (PDRB)," said Iwanlagi.

According to him, all of these permits are delegated to the provincial government, no longer the central government. This is in accordance with Presidential Regulation (Perpres) Number 55 concerning Delegating Mineral and Coal Mining Business Licensing.

"This IPR must be within the People's Mining Area (WPR), so that the application for taxpayers cannot overlap with the Mining Business License (IUP). If (the operation) applies in the IUP, the IUP must be removed first and the Decree (SK) must be from the ministry," said Iwanpula.

Furthermore, Iwan added that based on Law Number 4 of 2009 concerning Mineral and Coal Mining, one WPR can only manage 25 hectares. Meanwhile, for this cooperative, a maximum of 10 hectares is given.

"So, the submission for cooperatives is a maximum of 10 hectares, the application for individuals is a maximum of 5 hectares. This means that 10 hectares of cooperatives are managed within 25 hectares," he said again.

Previously, the Governor of NTB Lalu Muhamad Iqbal emphasized the purpose of issuing the IPR through a local cooperative formation scheme carried out by a number of miners on the island of Sumbawa.

"The approach is not an IPR, but an optimization of the mining potential in the province," said Iqbal, Thursday (14/8).

According to Iqbal, currently the legal instruments related to the policy are complete based on the Decree of the Minister of Energy and Mineral Resources Number 194.K/MB.01/MEM.B/2025.

The NTB government together with the NTB Regional Police (Polda) accelerated the issuance of permits, so that mining benefits could be felt by the surrounding community and also the state.

"The policy's main motivation is to stop environmental damage that has occurred for decades, especially the use of mercury and cyanide that pollutes water and soil around mines due to illegal mines," he also said.
